Chairman Ou led a delegation to Sweden for academic exchages
Ambassador Francisco H.L. Ou (歐鴻鍊), Chairman of the Association of Foreign Relations (AFR) and former ROC Foreign Minister, led a delegation to Stockholm and Uppsala in early October 2016 to exchange their perspectives on issues arising from the South China Sea arbitration with Swedish scholars and experts. 
On October 5, 2016, the delegation participated in the panel discussion on “China, Taiwan, and US: Relations in the South China Sea.” The panel, held at Uppsala University, formed part of the Uppsala Forum on Democracy, Peace & Justice. The next day Chairman Ou delivered opening remarks at the closed-door meeting jointly held by the AFR and Swedish Institute of International Affairs (Ui). Panelists from both sides exchanged ideas on the possible policies of the US and mainland China in the South China Sea as well as future developments in the region. In addition, after the meeting, possibilities of further cooperation between the AFR and Ui were discussed.
During the visit, the AFR delegation also met with local diplomatic circles and the community of international affairs professionals in the area, which is beneficial to fostering bilateral understanding between Taiwan and Sweden in issues pertaining to cross-Strait relations and the South China Sea dispute. 
The members of the AFR delegation included Dr. Kwei-Bo Huang (黃奎博), AFR Secretary-General and Associate Professor of Diplomacy at National Chengchi University (NCCU); Dr. Chiung-Chiu Huang (黃瓊萩), Assistant Professor of East Asian Studies at NCCU; and Dr. Robert Chi-ting Tsai (蔡季廷), Assistant Professor of Political Science at National Taiwan University.
