♻️青年積極參與淨零碳排以促永續

因應巴黎協定（Paris Agreement），全球溫室氣體排放量需在2030年前減少45%、2050年實現淨零排放，我國雖非聯合國會員國，亦在2021年世界地球日宣示，結合環境部等相關部會資源，以12項關鍵戰略實踐2050淨零轉型目標。
今年有幸入選考試院高階文官培訓飛躍方案之管理發展訓練，於9月赴英國進行2週政府機關及非政府組織參訪，至就業及退休金部（DWP）、環境食品與鄉村事務部（DEFRA）、農業及園藝發展委員會（AHDB）等機關瞭解英國脫歐後面臨情況及業務創新做法，發現這些機關除依職掌推動農業轉型、城市創新、綠色金融等政策外，均致力承諾達成淨零碳排途徑及目標。
本（12）月在杜拜召開聯合國氣候變化綱要公約（UNFCCC）第28次締約國會議（COP28），青年彙集150多個國家、超過75萬份青年意見，於大會提交《全球青年聲明》（Global Youth Statement， GYS），積極爭取聯合國氣候變化綱要公約採納青年意見，呼籲立即採取充分氣候行動及重視跨代公平。
面對氣候快速變化之嚴峻挑戰，國內外青年世代經由氣候變遷、環境保護議題串連起來，讓我國與全球關鍵議題接軌，善盡全球公民責任，回應氣候變遷對於人類永續發展之重要性。

️Youth actively engage in net zero carbon emissions for sustainability

In response to the Paris Agreement, global greenhouse gas emissions need to be reduced by 45% by 2030 and achieve net zero by 2050. Although not a member of the United Nations, China also announced on Earth Day 2021, combined with resources from the Ministry of Environment and other relevant ministries, to achieve the 2050 net zero transition goal with 12 key strategies.
This year, I had the privilege of being selected for the management development training of the Senior Civil Officers Training Leap Plan of the Examination Institute. In September, I went to the UK for a two-week visit to government agencies and non-governmental organizations. I went to the Department of Employment and Pensions (DWP), Department of Environment, Food and Rural Affairs (DEFRA), and the Agriculture and Horticultural Development Board (AHDB) to learn about the situation and business innovations in the UK after Brexit. I found that these agencies are committed to achieving net zero carbon pathways and goals, apart from taking on the policies of promoting agricultural transformation, urban innovation, green finance
At the 28th Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) in Dubai this December, youth gathered more than 750,000 youth views from more than 150 countries and submitted the Global Youth Statement (GYS) to the General Assembly, actively striving for the inclusion of youth views in the UN Climate Change Framework Convention, calling for immediate and adequate climate action and the importance of intergenerational equity.
Faced with the serious challenge of rapid climate change, young generations at home and abroad have been connected by climate change and environmental protection issues, bringing our country into line with key global issues, fulfilling the responsibility of global citizenship, and responding to the importance of climate change for sustainable human development.
