對外關係協會(以下簡稱本會)於本(112)年11月10日上午11時至12時30分,由現任第五屆會長/前外交部長林永樂大使邀請各方參加「對外關係協會創會十周年慶」,典禮由秘書長黃奎博(Kwei-Bo Huang)教授主持。除了逾70名會員及嘉賓到場,還邀請名譽會長/前副總統蕭萬長博士、台北市市長蔣萬安博士、前總統府秘書長/前外交部長楊進添大使、前國安會秘書長/前常務監事胡為真大使、名譽副會長張平沼總裁、福壽食品公司董事長洪堯昆先生、常務監事/前陸委會主委夏立言大使等人致詞。
本會創會會長夫人歐劉之媛女士及外交部主任秘書唐殿文大使親臨致賀,馬來西亞駐華代表艾思妮花(Aznifah Isnariah Abdul Ghani)女士、新加坡駐華代表葉偉傑(Yip Wei Kiat)先生、昊昱實業公司劉雙全董事長、政治大學國際事務學院院長連弘宜教授、中華民國國際經濟合作協會秘書長吳立民先生、三三會秘書長朱萍女士等亦到場觀禮,泰國貿易經濟辦事處亦派員全程參加。
蕭前副總統致詞時回憶,當初接受創會會長、大學好友歐鴻鍊部長的邀請,擔任名譽會長,共同舉辦重要涉外活動,感受到在資源極為有限的情況下,協會成員仍為了拓展對外連結的那股熱情。蕭副總統欣見協會在歷任會長領導下,不僅有對外關係的人脈與連結,而且將合作對象擴展到草根組織和校園。他期待本會不僅成為全國能見度最高,成員的經驗值也是最高的國際和兩岸事務民間組織,而且永遠可以與時俱進,就像「台北101」大樓一樣,「百尺竿頭更進一步」。
蔣市長簡述其大學研讀外交的背景及與外交界的淵源,市長任內則積極推動城市外交與兩岸交流,包括台北上海間的雙城論壇,因此更加了解到公私部門合作的重要性。他也發現,在本會成立的10年中,與全台6縣市簽署合作備忘錄,但卻沒有台北市!在見證本會多年來在國際與兩岸事務的成果後,他當場宣布,台北市政府一定會與本會保持密切聯繫,在涉外領域相輔相成。
楊前秘書長表示,他始終不忘從旁推動我國民間從事涉外事務工作,並於外長任內開始進一步實踐,於總統府秘書長任內見到本會成立,甚感欣慰。胡前秘書長則表示,國際事務固然重要,但兩岸之間和平共處才是最應關注的目標,他期許本會未來能成為兩岸關係的重要推手。
張名譽副會長分享他自1980年代開始從事民間或國會外交的經驗,對於本會會員,無論是在職或是退休後,不遺餘力的將經驗傳遞給下一代年輕人,感到非常敬佩。洪董事長則回顧過去他與政府共同推廣海外貿易的不易,期望國際外交事務單位多多跟民間團體交流,而且也可讓民間團體更有管道貢獻國家。
夏常務監事是本會第三、第四屆會長,他表示在剛自歐創會會長手中接下會長重任時,他即開始思考社會上最需要什麼,其中之一包括年輕人需要更充足的國際常識,於是著手與各級學校合作開設國際事務課程,將許多資深的外交專業人士請到校園,與學生青年分享自身經歷與國際認識。他更與長風基金會的江宜樺董事長討論,認為應增加認識台灣的管道,遂創辦Taiwan Weekly電子週報,邀請前外事官員翻譯台灣時事文章。他還提到,兩岸間一定要和平,若兩岸外交官員能開始交流,絕對可以緩和兩岸的關係。
林永樂會長在最後致謝詞時表示,本會財務獨立自主,均靠各界贊助,10年來能有這樣的發展極為不易。他再次重申非常感謝歐鴻鍊、夏立言兩位前會長的付出,歐前會長的擘劃與貢獻,無論是國際交流、兩岸互動、國外智庫合作或國民外交等方面,讓協會奠下良好基礎;而夏前會長任內開創新局,雖受新冠疫情影響,仍能將協會的運作拓展至大專院校、地方政府及中小學等,進而使更多國人能了解我國的對外關係。林會長希望,對外關係協會在未來可以發彰顯優質專業人力的利基,受到各界的重視及支持,在台灣、兩岸與國際賡續推動相關活動,並讓各方將之視為一個重要平台,達成雙贏的局面。
致詞活動前,對外關係協會特別邀請台北愛麗絲合唱團、女記者作家歡唱團分別表演中外名曲,為慶祝活動的開場帶來了輕鬆愉悅的氛圍。致詞活動結束後,參與的會員及嘉賓享用了自助午餐及茶點,愉快地敘舊、交換意見,為對外關係協會十周年的慶祝活動寫下完美的句點。

The Association for Foreign Relations (hereafter referred to as the Association) was invited by the current 5th President/former Foreign Minister Ambassador Lin Yongle to participate in the "10th Anniversary Celebration of the Founding of the Association for Foreign Relations" on November 10th, 11am to 12:30pm. The ceremony was moderated by the Secretary-General Professor Huang Kuibo ( @TAG). In addition to more than 70 members and guests attending, Honorary President/former Vice President President Dr. Wu Wanchang, Mayor of Taipei City 蔣萬安 Dr. Presidential Office Building former Secretary/former Foreign Minister Ambassador Jiang Jintian, former Secretary-General of the National Security Council/former Executive Director Ambassador Hu Weizhen, Honorary Vice-President Zhang Ping-yan, Chairman of Fushou Food Company, Mr. Hong Li-kun, Executive Director/ Former Chairman of the Mainland Affairs Commission, and others were invited to give speeches.
Mrs. Au Liu Zhi-chuan, wife of the founding president of the Association, and Ambassador Tang Duanwen, Secretary-General of the Ministry of Foreign Affairs, visited the ceremony. Ms. Aznifah Isnariah Abdul Ghani, representative of Malaysia in China, Mr. Yip Wei Kiat, representative of Singapore in China, Mr. Yip Wei Kiat, Chairman of the Shanghai Industrial Co-operation Company, Professor Liu Shuangquan, Dean of the School of International Affairs of the Chinese Chinese Government University, Professor Hong Yi, and Mr. Liimin, Secretary-General of the Association of International Economic Cooperation, Ms. Zhu, Secretary-General of the Third Committee,
Former deputy President remembered when he gave his speech, accepting the invitation of the founding president and university friend, Minister Ou Ying, to serve as Honorary President, co-hosting important foreign-related activities. I felt the enthusiasm of members of the association to expand external links despite extremely limited resources. Vice President President is pleased to see that the association, under the leadership of previous presidents, not only has contacts and connections with external relations, but also has expanded its partnership to grass-roots organizations and campus. He looks forward to this Association not only becoming the most visible in the country, but also the highest experience of its members in international and cross-strait affairs civil society organization, but also to always keep pace with the times, just like the Taipei 101 building, "a hundred feet further".
Mayor Yao briefly outlined his background in university diplomacy and his contacts with the diplomatic community, while during his term, the mayor actively promoted city diplomacy and cross-strait exchanges, including the Twin City Forum between Taipei and Shanghai, and thus became more aware of the importance of public-private partnership. He also found that in the 10 years since the establishment of this Association, he signed a memorandum of cooperation with 6 counties and cities in Taiwan, but there was no Taipei City After witnessing the achievements of the Association in international and cross-strait affairs over the years, he announced on the spot that the Taipei Municipal Government will definitely maintain close contact with the Association and complement each other in foreign-related fields.
The former Secretary-General said that he never forgot to push our citizens to engage in foreign affairs from the side, and began to practice further during his term as Foreign Minister. He was very pleased to see the establishment of this Council during his term of office at Presidential Office Building Former Secretary-General Hu said that while international affairs are important, peaceful co-existence between the two sides is the most important goal, and he hopes this will become an important driver of cross-strait relations in the future.
Honorary Vice President Zhang shares his experience in civil or parliamentary diplomacy since the 1980s, and is very impressed by the efforts of our members, whether in office or in retirement, to pass on their experience to the next generation of young people. Chairman Hong looked back on the difficulties he had with the government in promoting overseas trade, and hoped that international foreign affairs agencies would interact more with civil society groups, and that civil society groups would have more channels to contribute to the country.
Director Xia Chang, the third and fourth president of the Council, said that when he took over the responsibility of the president from the EEC President, he began to think about what society needed most, one of which included young people's need for more international common sense, so he started working with schools at all levels to open an international affairs course, bringing many senior diplomatic professionals to campus to share their experiences and international awareness with the students and youth. He also discussed with Chairman Jiang Yibin of the Changfeng Foundation that he should increase access to Taiwan, so he founded the Taiwan Weekly e-Newsweek, inviting former foreign affairs officials to translate Taiwan's current affairs articles. He also mentioned that there must be peace between the two sides, and if diplomatic officials from both sides of the Strait can start exchanges, it will definitely ease cross-strait relations
President Lin Yongle said in his final speech of gratitude that the Association is financially independent and depends on the sponsorship of all sectors, and it is extremely difficult to achieve such development in the past 10 years. He once again reiterated his deep gratitude to the two former presidents of the U.S.A. and Xia Liyan for their dedication. The plans and contributions of the former European president, whether in international exchanges, cross-strait interaction, foreign think tank cooperation or national diplomacy, have laid a good foundation for the association. While the pre-summer president opened a new bureau, despite the impact of the coronavirus epidemic, it can still extend the operation of the association to universities, local governments, primary and secondary schools, etc., thus allowing more people to understand our foreign relations. President Lin hopes that in the future, the Association for Foreign Relations can highlight the niche of high-quality professionals, be valued and supported by all sectors, continue to promote related activities in Taiwan, across the Straits and internationally, and let all parties see it as an important platform to achieve a win-win situation.
Before the speech event, the Association for Foreign Relations specially invited Taipei Alice Choir and the Female Journalists Writers Choir to perform Chinese and foreign famous songs respectively, bringing a relaxed and pleasant atmosphere to the opening of the celebration. After the speech event, participating members and guests enjoyed a buffet lunch and refreshment, happily recounting and exchanging views, and writing the perfect ending to the celebration of the 10th anniversary of the Association for Foreign Relations.

The Association for Foreign Relations (hereafter referred to as the Association) was invited by the current 5th President/former Foreign Minister Ambassador Lin Yongle to participate in the "10th Anniversary Celebration of the Founding of the Association for Foreign Relations" on November 10th, 11am to 12:30pm. The ceremony was moderated by the Secretary-General Professor Huang Kuibo ( @TAG). In addition to more than 70 members and guests attending, Honorary President/former Vice President President Dr. Wu Wanchang, Mayor of Taipei City 蔣萬安 Dr. Presidential Office Building former Secretary/former Foreign Minister Ambassador Jiang Jintian, former Secretary-General of the National Security Council/former Executive Director Ambassador Hu Weizhen, Honorary Vice-President Zhang Ping-yan, Chairman of Fushou Food Company, Mr. Hong Li-kun, Executive Director/ Former Chairman of the Mainland Affairs Commission, and others were invited to give speeches.
Mrs. Au Liu Zhi-chuan, wife of the founding president of the Association, and Ambassador Tang Duanwen, Secretary-General of the Ministry of Foreign Affairs, visited the ceremony. Ms. Aznifah Isnariah Abdul Ghani, representative of Malaysia in China, Mr. Yip Wei Kiat, representative of Singapore in China, Mr. Yip Wei Kiat, Chairman of the Shanghai Industrial Co-operation Company, Professor Liu Shuangquan, Dean of the School of International Affairs of the Chinese Chinese Government University, Professor Hong Yi, and Mr. Liimin, Secretary-General of the Association of International Economic Cooperation, Ms. Zhu, Secretary-General of the Third Committee,
Former deputy President remembered when he gave his speech, accepting the invitation of the founding president and university friend, Minister Ou Ying, to serve as Honorary President, co-hosting important foreign-related activities. I felt the enthusiasm of members of the association to expand external links despite extremely limited resources. Vice President President is pleased to see that the association, under the leadership of previous presidents, not only has contacts and connections with external relations, but also has expanded its partnership to grass-roots organizations and campus. He looks forward to this Association not only becoming the most visible in the country, but also the highest experience of its members in international and cross-strait affairs civil society organization, but also to always keep pace with the times, just like the Taipei 101 building, "a hundred feet further".
Mayor Yao briefly outlined his background in university diplomacy and his contacts with the diplomatic community, while during his term, the mayor actively promoted city diplomacy and cross-strait exchanges, including the Twin City Forum between Taipei and Shanghai, and thus became more aware of the importance of public-private partnership. He also found that in the 10 years since the establishment of this Association, he signed a memorandum of cooperation with 6 counties and cities in Taiwan, but there was no Taipei City After witnessing the achievements of the Association in international and cross-strait affairs over the years, he announced on the spot that the Taipei Municipal Government will definitely maintain close contact with the Association and complement each other in foreign-related fields.
The former Secretary-General said that he never forgot to push our citizens to engage in foreign affairs from the side, and began to practice further during his term as Foreign Minister. He was very pleased to see the establishment of this Council during his term of office at Presidential Office Building Former Secretary-General Hu said that while international affairs are important, peaceful co-existence between the two sides is the most important goal, and he hopes this will become an important driver of cross-strait relations in the future.
Honorary Vice President Zhang shares his experience in civil or parliamentary diplomacy since the 1980s, and is very impressed by the efforts of our members, whether in office or in retirement, to pass on their experience to the next generation of young people. Chairman Hong looked back on the difficulties he had with the government in promoting overseas trade, and hoped that international foreign affairs agencies would interact more with civil society groups, and that civil society groups would have more channels to contribute to the country.
Director Xia Chang, the third and fourth president of the Council, said that when he took over the responsibility of the president from the EEC President, he began to think about what society needed most, one of which included young people's need for more international common sense, so he started working with schools at all levels to open an international affairs course, bringing many senior diplomatic professionals to campus to share their experiences and international awareness with the students and youth. Former deputy President remembered when he gave his speech, accepting the invitation of the founding president and university friend, Minister Ou Ying, to serve as Honorary President, co-hosting important foreign-related activities. I felt the enthusiasm of members of the association to expand external links despite extremely limited resources. Vice President President is pleased to see that the association, under the leadership of previous presidents, not only has contacts and connections with external relations, but also has expanded its partnership to grass-roots organizations and campus. He looks forward to this Association not only becoming the most visible in the country, but also the highest experience of its members in international and cross-strait affairs civil society organization, but also to always keep pace with the times, just like the Taipei 101 building, "a hundred feet further".
Mayor Yao briefly outlined his background in university diplomacy and his contacts with the diplomatic community, while during his term, the mayor actively promoted city diplomacy and cross-strait exchanges, including the Twin City Forum between Taipei and Shanghai, and thus became more aware of the importance of public-private partnership. He also found that in the 10 years since the establishment of this Association, he signed a memorandum of cooperation with 6 counties and cities in Taiwan, but there was no Taipei City After witnessing the achievements of the Association in international and cross-strait affairs over the years, he announced on the spot that the Taipei Municipal Government will definitely maintain close contact with the Association and complement each other in foreign-related fields.
The former Secretary-General said that he never forgot to push our citizens to engage in foreign affairs from the side, and began to practice further during his term as Foreign Minister. Former deputy President remembered when he gave his speech, accepting the invitation of the founding president and university friend, Minister Ou Ying, to serve as Honorary President, co-hosting important foreign-related activities. I felt the enthusiasm of members of the association to expand external links despite extremely limited resources. Vice President President is pleased to see that the association, under the leadership of previous presidents, not only has contacts and connections with external relations, but also has expanded its partnership to grass-roots organizations and campus. He looks forward to this Association not only becoming the most visible in the country, but also the highest experience of its members in international and cross-strait affairs civil society organization, but also to always keep pace with the times, just like the Taipei 101 building, "a hundred feet further".
Mayor Yao briefly outlined his background in university diplomacy and his contacts with the diplomatic community, while during his term, the mayor actively promoted city diplomacy and cross-strait exchanges, including the Twin City Forum between Taipei and Shanghai, and thus became more aware of the importance of public-private partnership. He also found that in the 10 years since the establishment of this Association, he signed a memorandum of cooperation with 6 counties and cities in Taiwan, but there was no Taipei City After witnessing the achievements of the Association in international and cross-strait affairs over the years, he announced on the spot that the Taipei Municipal Government will definitely maintain close contact with the Association and complement each other in foreign-related fields.
The former Secretary-General said that he never forgot to push our citizens to engage in foreign affairs from the side, and began to practice further during his term as Foreign Minister. He was very pleased to see the establishment of this Council during his term of office at Presidential Office Building Former Secretary-General Hu said that while international affairs are important, peaceful co-existence between the two sides is the most important goal, and he hopes this will become an important driver of cross-strait relations in the future.
Honorary Vice President Zhang shares his experience in civil or parliamentary diplomacy since the 1980s, and is very impressed by the efforts of our members, whether in office or in retirement, to pass on their experience to the next generation of young people. Chairman Hong looked back on the difficulties he had with the government in promoting overseas trade, and hoped that international foreign affairs agencies would interact more with civil society groups, and that civil society groups would have more channels to contribute to the country.
Director Xia Chang, the third and fourth president of the Council, said that when he took over the responsibility of the president from the EEC President, he began to think about what society needed most, one of which included young people's need for more international common sense, so he started working with schools at all levels to open an international affairs course, bringing many senior diplomatic professionals to campus to share their experiences and international awareness with the students and youth. He also discussed with Chairman Jiang Yibin of the Changfeng Foundation that he should increase access to Taiwan, so he founded the Taiwan Weekly e-Newsweek, inviting former foreign affairs officials to translate Taiwan's current affairs articles. He also mentioned that there must be peace between the two sides, and if diplomatic officials from both sides of the Strait can start exchanges, it will definitely ease cross-strait relations
President Lin Yongle said in his final speech of gratitude that the Association is financially independent and depends on the sponsorship of all sectors, and it is extremely difficult to achieve such development in the past 10 years. He once again reiterated his deep gratitude to the two former presidents of the U.S.A. and Xia Liyan for their dedication. The plans and contributions of the former European president, whether in international exchanges, cross-strait interaction, foreign think tank cooperation or national diplomacy, have laid a good foundation for the association. President Lin Yongle said in his final speech of gratitude that the Association is financially independent and depends on the sponsorship of all sectors, and it is extremely difficult to achieve such development in the past 10 years. The Association for Foreign Relations (hereafter referred to as the Association) was invited by the current 5th President/former Foreign Minister Ambassador Lin Yongle to participate in the "10th Anniversary Celebration of the Founding of the Association for Foreign Relations" on November 10th, 11am to 12:30pm. The ceremony was moderated by the Secretary-General Professor Huang Kuibo ( @TAG). In addition to more than 70 members and guests attending, Honorary President/former Vice President President Dr. Wu Wanchang, Mayor of Taipei City 蔣萬安 Dr. Presidential Office Building former Secretary/former Foreign Minister Ambassador Jiang Jintian, former Secretary-General of the National Security Council/former Executive Director Ambassador Hu Weizhen, Honorary Vice-President Zhang Ping-yan, Chairman of Fushou Food Company, Mr. Hong Li-kun, Executive Director/ Former Chairman of the Mainland Affairs Commission, and others were invited to give speeches.

Former deputy President remembered when he gave his speech, accepting the invitation of the founding president and university friend, Minister Ou Ying, to serve as Honorary President, co-hosting important foreign-related activities. I felt the enthusiasm of members of the association to expand external links despite extremely limited resources. Vice President President is pleased to see that the association, under the leadership of previous presidents, not only has contacts and connections with external relations, but also has expanded its partnership to grass-roots organizations and campus.
