令人景仰的文人國防部長~卡特(Ashton Carter)辭世,真有天嫉英才之感。
1996台海飛彈危機後,台海緊張情勢持續,兩岸溝通管道中斷。
1998年元月,離開五角大廈的卡特,陪同前國防部長 #裴利(William Perry)及老布希總統的國安顧問 #史考克羅(Brent Scowcroft)乙行,先至北京面見 #江澤民,並依建議前往杭州會晤 #汪道涵,之後經香港轉來台灣,依序拜會 陸委會主委張京育、外交部長胡志強、行政院長蕭萬長、副總統連戰、李總統登輝 ,傳達北京方面 #準備兩岸復談 的訊號。
我有幸奉命全程陪同該團,紀錄並撰寫報告,親炙美國風雲人物,見證美國穿梭兩岸復談,算是職涯中足以回味之歷練經驗之一。
而後,兩岸藉由公開講話、新聞發布、施政報告等,持續釋放令對方可驗證(reassurance)的訊號,最終促成1998年10月,海基會董事長 #辜振甫 前往上海進行「辜汪上海會晤」,再轉往北京會晤江澤民。此行,也是 #蔡英文 唯一一次前往大陸的經驗。
其後,裴利部長及卡特共同撰寫《預防性國防》(Preventative Défense)一書,由布魯金斯研究院出版。
在歐巴馬總統任內,卡特擔任國防部副部長,與我國防部對等互動,並將照片公諸五角大廈網頁。其後升任部長,深為同僚部屬及外國政府敬重。
數年前來訪台北,在君悅酒店一唔,回憶過往,頗感愉快。今哲人辭世,特此為記。
🖋Remembering Former US Secretary of Defense Ashton Carter

The admirable former US Secretary of Defense Ashton Carter has passed away. Those whom the Gods love die young.
After the Third Taiwan Strait Crisis in 1996, tensions with the Chinese mainland continued, and cross-strait communication channels came to a halt.
In January 1998, Dr. Carter, who’d left the Pentagon, accompanied former Secretary of Defense William Perry and President Bush's National Security Adviser Brent Scowcroft to meet Jiang Zemin, former General Secretary of the Chinese Communist Party, in Beijing, and Wang Daohan, then President of Association for Relations Across the Taiwan Strait, in Hangzhou.
Afterward, they proceeded directly to Taiwan, where they met then-senior policymakers: Minister of the Mainland Affairs Council Chang King-yuh, Foreign Minister Jason Hu, Premier Vincent Siew, Vice President Lien Chan, and ROC President Lee Teng-hui. They had conveyed that Beijing has signaled it’s prepared to resume cross-strait dialogue.
I was fortunate enough to escort the visiting delegation, during which I was assigned to be the notetaker and write reports. I got to meet such influential figures in the United States, and witness the resumption of talks between the two sides across the Taiwan Strait. That was one of the most memorable experiences in my career.
Subsequently, through public speeches, press releases, government reports, and the like, both sides of the Strait continued to release signals of reassurance, which finally led to the Koo-Wang Meetings in Shanghai in October 1998, attended by then-Chairman of the Straits Exchange Foundation Koo Chen-fu and Wang Daohan and Koo went on to meet Jiang Zemin in Beijing.
That trip was also the only time current ROC President Tsai Ing-wen, as a member of the delegation, has ever visited the mainland.
Later, Secretary Perry and Secretary Carter co-authored the book Preventative Defense, published by the Brookings Institution.
During President Obama's tenure, Dr. Carter served as Deputy Secretary of Defense and interacted with the counterpart of the ROC Ministry of Defense, even publishing their handshaking photos on the Pentagon’s website. He was later appointed as the Secretary of Defense, and was highly respected by his colleagues at the Pentagon and friends of foreign governments.
A few years ago, Dr. Carter and I met at the Grand Hyatt Taipei, and together, we recalled some fond memories of the past. Today, the world lost an eminent leader. I write this to commemorate Dr. Ash Carter and wish him to rest in peace.

The passing of Ashton Carter, the admirable civilian defense secretary, has a sense of genius.
After the 1996 Taiwan Strait missile crisis, tensions in the Taiwan Strait continued, and cross-Strait communication channels were interrupted.
In January 1998, Carter, who left the Pentagon, accompanied former Defense Secretary William Perry and Bush Elder. President National Security Advisor Brent Scowcroft, first went to Beijing to meet #Jiang Zemin, and then went to Hangzhou to meet #Wang Daohan, and then transferred to Taiwan via Hong Kong. In order to meet with 陸Wang Daohan, Chairman of the Mainland Affairs Council Zhang Jingyu, Foreign Minister Hu Zhiqiang, Executive Vice President Jiang Wan, Lien Chan and Li President Lien, to convey the signal that Beijing is #preparing for cross-strait talks.
I have the privilege of being ordered to accompany the regiment throughout, record and write reports, be intimate with American figures, and witness the resumption of talks between the two sides of the Taiwan Straits of the United States, which is one of the experience of my career
Then, through public speeches, press releases, policy addresses, etc., the two sides continued to release signals that the other side can be verified. Finally, in October 1998, the chairman of the SEF, #Koo Zhenxia, went to Shanghai for the "Koo Wang Shanghai Meeting" and then moved to Beijing to meet Jiang Zemin. This trip was also the only experience of # Tsai Ing-wen to travel to the mainland.
Later, Secretary Rowley and Carter co-authored the book Preventative D éfense, published by the Brookings Institute.
During Obama President Carter served as deputy secretary of defense, interacted with our Defense Department peers and posted photos on the Pentagon website. He was later promoted to minister, deeply respected by his colleagues and foreign governments.
Visiting Taipei a few years ago, at the Grand Hyatt Hotel, I am happy to remember the past. This is a reminder of the death of the philosopher.
