📖教育外交合一、傳承典範精神
【社團法人對外關係協會與國立政治大學外交學系簽訂合作意向書】
（對外關係協會訊） 為紀念對外關係協會（以下稱本會）創會會長、前外交部長歐鴻鍊大使投身中華民國外交四十餘年，以及對於本會會務發展之卓越貢獻，在本會現任會長夏立言大使發動討論後，本會決定設置「歐鴻鍊講座」，以使歐大使之外交經驗及專業精神得傳承於世。鑒於歐鴻鍊大使畢業於國立政治大學外交系，且後者乃國內培養涉外事務領導人才之重鎮，本會經與政大外交系磋商後，同意合作設置「歐鴻鍊講座」，並於本(111)年6月27日上午在國立政治大學校本部簽訂合作意向書，敲定後續合作事宜。
簽約儀式中，本會及政大外交系分別由夏立言會長及盧業中主任代表，確定合作暫以5年為期，內容主要包括年度之「（國際）研討會暨歐鴻鍊講座」，以及開設政大外交系拉丁美洲事務課程講座，費用由本會邀請會員及各界人士贊助。會議講座及課程講座均著眼於邀請知名專業人士與莘莘學子分享寶貴經驗與專業知識，期望有助於培養我國青年之國際觀與競爭力。
本會夏會長於致詞時表示，他進外交部後，一路追隨歐大使在外長任內成為政務次長，協助其推動「活路外交」，因此深刻地感受為何歐大使在做人處事與外交專業上都非常受人敬重，也非常高興能與政大外交系合作，延續歐大使的外交精神。
政大外交系盧主任則指出，歐大使為該系傑出系友，又有極為豐富的拉美與西班牙事務經歷，外交系非常樂意與本會合作推廣「歐鴻鍊講座」。
本會成立近9年來，除此創新之「歐鴻鍊講座」計畫外，也與國內多所大學或高中於國際事務、外交實務等課程領域進行合作，邀集現任、退休的涉外事務官員與相關學者至各大學進行授課或演講。本會之前亦與台中市、嘉義市、彰化縣、花蓮縣政府相關單位簽署合作意向書，開始在國中、國小國際事務教育領域合作。

【The Association for Foreign Relations signed a letter of intent for cooperation with the Department of Foreign Affairs of National Chengchi University 】
(News of the Association for Foreign Relations) In honor of the founding President of the Association for Foreign Relations (hereafter referred to as the Association), former Foreign Minister Ambassador Au Ying, for his dedication to Republic of China for more than 40 years of diplomacy and his outstanding contribution to the development of the Council's affairs, the Council decided to set up a "Euuulian Seminar" to enable the European Ambassador's diplomatic experience and professionalism to be passed on to the world. Since Ambassador Au Yan graduated from the Department of Foreign Affairs of National Chengchi University, and the latter is a major domestic center for training leaders in foreign affairs, after consultation with the Department of Foreign Affairs of the University of China, the Association agreed to cooperate in setting up the "Euuu Lecture" and signed a letter of intent on cooperation at the National Chengchi University's headquarters on the morning of June 27, 2011 to finalise the follow-up
During the signing ceremony, the Association and the Department of Foreign Affairs of the Chinese Political University were represented by President Xia Liyan and Director Lu Yizhong respectively. The cooperation will be tentatively scheduled for five years. The contents include the annual (international) seminar and the seminar on Latin American affairs in the Department of Foreign Affairs of the Chinese People's Republic of China. The fees are sponsored by the Association. Conference lectures and course lectures are focused on inviting well-known professionals to share valuable experience and expertise with students, hoping to help cultivate the international outlook and competitiveness of our youth.
In his speech, the President of the Council said that after joining the Foreign Ministry, he followed the European Ambassador to become the Under-Secretaries-General during his term as Foreign Minister, helping him to promote "living diplomacy". Therefore, he deeply felt why the European Ambassador is highly respected in his personal and diplomatic profession, and was very happy to cooperate with the Foreign Affairs Department of the University of China to continue the diplomatic spirit of the European Ambassador.

During the signing ceremony, the Association and the Department of Foreign Affairs of the Chinese Political University were represented by President Xia Liyan and Director Lu Yizhong respectively. The cooperation will be tentatively scheduled for five years. The contents include the annual (international) seminar and the seminar on Latin American affairs in the Department of Foreign Affairs of the Chinese People's Republic of China. The fees are sponsored by the Association. Conference lectures and course lectures are focused on inviting well-known professionals to share valuable experience and expertise with students, hoping to help cultivate the international outlook and competitiveness of our youth.
In his speech, the President of the Council said that after joining the Foreign Ministry, he followed the European Ambassador to become the Under-Secretaries-General during his term as Foreign Minister, helping him to promote "living diplomacy". Therefore, he deeply felt why the European Ambassador is highly respected in his personal and diplomatic profession, and was very happy to cooperate with the Foreign Affairs Department of the University of China to continue the diplomatic spirit of the European Ambassador.

本會夏會長於致詞時表示，他進外交部後，一路追隨歐大使在外長任內成為政務次長，協助其推動「活路外交」，因此深刻地感受為何歐大使在做人處事與外交專業上都非常受人敬重，也非常高興能與政大外交系合作，延續歐大使的外交精神。
政大外交系盧主任則指出，歐大使為該系傑出系友，又有極為豐富的拉美與西班牙事務經歷，外交系非常樂意與本會合作推廣「歐鴻鍊講座」。
本會成立近9年來，除此創新之「歐鴻鍊講座」計畫外，也與國內多所大學或高中於國際事務、外交實務等課程領域進行合作，邀集現任、退休的涉外事務官員與相關學者至各大學進行授課或演講。本會之前亦與台中市、嘉義市、彰化縣、花蓮縣政府相關單位簽署合作意向書，開始在國中、國小國際事務教育領域合作。
