這麼說，妳已經死了？
在印尼服務期間，有一天櫃台女同事進入我辦公室，對我說：「副組長，外面有一位小姐，堅持要見你。問她有什麼事，她不肯說。」
我於是安排這位小姐在小會客室面談。大致案情如下：這位女士姓林，我國籍，年近四十。約十年前以觀光簽證來印尼。之後留下來不回台灣。在這期間和一位印尼籍華人同居，生下一個女兒。女兒已經五歲，迄今沒有身份，馬上面臨就學問題。她希望代表處協助她和女兒回國。我記得一些有趣對話。
我：「妳為何堅持要見我？別的秘書也可以啊！」
林：「我聽許多人說，你很願意幫助人。」
我：「這麼多年，妳護照過期，印尼逾期停留這麼多年，為何不早點來辦？」
林：「這些年來，我來過很多次。每次都被罵回去。以前的X組長和X組長，瞭解我的情況後都罵我『妳非法居留，違反印尼法律，不向移民局告發妳，就不錯了。』他們通通說我的問題無解，無法幫忙。所以我一直拖，一直等，直到今天。」
我：「這麼多年，妳是如何活的？妳的駕照，妳的銀行帳戶，是如何辦的？」
林: 「我用這個。」說著，她拿出一張印尼身分證，上面照片像她本人。
我：「 哇！妳一直用印尼本地華人的身份在活呀？」
林：「是啊。」
我：「既然妳已經算是印尼人，妳申請一本印尼護照，來代表處辦個簽證，就可以回台灣了啊！」
林：「我不敢。這樣一定穿幫。」
我：「這麼說，真實身份的妳，已經人間消失了，死了。不是嗎？你是用別人姓名在生活？」（當時我是驚呆了，想到的詞是「消失」。那時候，還沒有「人間蒸發」這個詞）
林：「我知道我錯了，我在這個陰影下十年了。我現在還有女兒的問題，她馬上要讀書上學，現在一個身份都沒有。」
瞭解她的情況後，我是大吃一驚。竟然有這樣的同胞，這樣的故事。她涉及的違法違規事情真不少啊！犯行包括：跳機（早年國人出國後，通常是美國，落地生根，不回台灣），護照逾期失效，非法居留，冒用他人證件，不申報女兒戶籍，詐欺，偽造文件。她隱藏這麼多年，沒被舉發，算是幸運。
難怪以前的組長都愛莫能助。我的信念是：幫助落難的同胞是我的職責。她已經煎熬這麼多年，拖了兩任組長，又有下一代的問題，此時不處理，將來更難。我想要幫。但是，能幫嗎？如何幫？我沒有把握。
在她離開前，我告訴她：「這個案子很麻煩，牽涉到我國和印尼的法律。我願意幫忙，但是我要仔細看法規，需要一些時間，找出解決辦法。」
我很認真地看領務規定，也和我的同事，同組的黃裕豐秘書，以及和印尼移民局有業務聯繫的邱福松秘書討論，最後想出解套方案。幾天後我請林小姐來代表處，告訴她解決方法：有。但是需要一步一步走。
第一步：重新核發林小姐一本護照。這需要的文件包括：從前的，已經過期的護照，在台家屬幫她申請的戶籍謄本，我國身份證，照片等等。
第二步：向女兒出生的醫院，申請女兒的出生證明，其中生母姓名和我國護照上名字相符。「父親」欄位填寫「不詳」。根據女兒的出生證明，因為「父不詳」，從母姓，核發一本護照給林姓女童。
以上兩件事，很快在幾星期內完成。這是可以「操之在我」，代表處就能處理。這對母女有了新護照可以搭飛機了。可是接下來的問題是，如何出境？她逾期居留多年，違反印尼法規，怎麼解決？
第三步：請邱福松秘書和印尼移民局先打個招呼，然後託請和印尼移民局關係良好的熊姓華裔打通關節，以「自首」方式，向移民局坦承逾期停留，向移民官員繳交最輕情節的「罰款」之後，驅逐出境，一年時間內不許入境印尼。印尼在當時，是「有錢好辦事」。花錢，有辦法消災。這位熊大哥是早年僑生，就讀師大，歌唱得極好，願意幫忙。果然，在當時，花錢解決了問題。
完成了上面的程序，林小姐和女兒終於解除桎梏，以「驅逐出境」方式，搭機回國。
林小姐回台灣後，寫過謝卡給我。匆匆二十多年過去了。當年小女孩應該三十歲了。
這是我處理過的最「奇葩」的故事。她算是幸運的人。因為我瞭解，在公務機關裡，願意耐心聽民眾敘述困難處境，而且認真翻閱相關規定，尋找任何有利的條文，來幫當事人解套的公務員並不多見。我的「三步驟」處理，並不是什麼高明招數。只是多年來沒有人「認真想方法」去處理這個難題。

我：「這麼多年，妳護照過期，印尼逾期停留這麼多年，為何不早點來辦？」
林：「這些年來，我來過很多次。每次都被罵回去。以前的X組長和X組長，瞭解我的情況後都罵我『妳非法居留，違反印尼法律，不向移民局告發妳，就不錯了。』他們通通說我的問題無解，無法幫忙。所以我一直拖，一直等，直到今天。」

我：「這麼說，真實身份的妳，已經人間消失了，死了。不是嗎？你是用別人姓名在生活？」（當時我是驚呆了，想到的詞是「消失」。那時候，還沒有「人間蒸發」這個詞）
林：「我知道我錯了，我在這個陰影下十年了。我現在還有女兒的問題，她馬上要讀書上學，現在一個身份都沒有。」
瞭解她的情況後，我是大吃一驚。竟然有這樣的同胞，這樣的故事。她涉及的違法違規事情真不少啊！犯行包括：跳機（早年國人出國後，通常是美國，落地生根，不回台灣），護照逾期失效，非法居留，冒用他人證件，不申報女兒戶籍，詐欺，偽造文件。她隱藏這麼多年，沒被舉發，算是幸運。
難怪以前的組長都愛莫能助。我的信念是：幫助落難的同胞是我的職責。她已經煎熬這麼多年，拖了兩任組長，又有下一代的問題，此時不處理，將來更難。我想要幫。但是，能幫嗎？如何幫？我沒有把握。
在她離開前，我告訴她：「這個案子很麻煩，牽涉到我國和印尼的法律。我願意幫忙，但是我要仔細看法規，需要一些時間，找出解決辦法。」
我很認真地看領務規定，也和我的同事，同組的黃裕豐秘書，以及和印尼移民局有業務聯繫的邱福松秘書討論，最後想出解套方案。幾天後我請林小姐來代表處，告訴她解決方法：有。但是需要一步一步走。
第一步：重新核發林小姐一本護照。這需要的文件包括：從前的，已經過期的護照，在台家屬幫她申請的戶籍謄本，我國身份證，照片等等。
第二步：向女兒出生的醫院，申請女兒的出生證明，其中生母姓名和我國護照上名字相符。「父親」欄位填寫「不詳」。根據女兒的出生證明，因為「父不詳」，從母姓，核發一本護照給林姓女童。
以上兩件事，很快在幾星期內完成。這是可以「操之在我」，代表處就能處理。這對母女有了新護照可以搭飛機了。可是接下來的問題是，如何出境？她逾期居留多年，違反印尼法規，怎麼解決？
第三步：請邱福松秘書和印尼移民局先打個招呼，然後託請和印尼移民局關係良好的熊姓華裔打通關節，以「自首」方式，向移民局坦承逾期停留，向移民官員繳交最輕情節的「罰款」之後，驅逐出境，一年時間內不許入境印尼。印尼在當時，是「有錢好辦事」。花錢，有辦法消災。這位熊大哥是早年僑生，就讀師大，歌唱得極好，願意幫忙。果然，在當時，花錢解決了問題。
完成了上面的程序，林小姐和女兒終於解除桎梏，以「驅逐出境」方式，搭機回國。
林小姐回台灣後，寫過謝卡給我。匆匆二十多年過去了。當年小女孩應該三十歲了。
這是我處理過的最「奇葩」的故事。她算是幸運的人。因為我瞭解，在公務機關裡，願意耐心聽民眾敘述困難處境，而且認真翻閱相關規定，尋找任何有利的條文，來幫當事人解套的公務員並不多見。我的「三步驟」處理，並不是什麼高明招數。只是多年來沒有人「認真想方法」去處理這個難題。

在印尼服務期間，有一天櫃台女同事進入我辦公室，對我說：「副組長，外面有一位小姐，堅持要見你。問她有什麼事，她不肯說。」
我於是安排這位小姐在小會客室面談。大致案情如下：這位女士姓林，我國籍，年近四十。約十年前以觀光簽證來印尼。之後留下來不回台灣。在這期間和一位印尼籍華人同居，生下一個女兒。女兒已經五歲，迄今沒有身份，馬上面臨就學問題。她希望代表處協助她和女兒回國。我記得一些有趣對話。
我：「妳為何堅持要見我？別的秘書也可以啊！」
林：「我聽許多人說，你很願意幫助人。」
我：「這麼多年，妳護照過期，印尼逾期停留這麼多年，為何不早點來辦？」
林：「這些年來，我來過很多次。每次都被罵回去。以前的X組長和X組長，瞭解我的情況後都罵我『妳非法居留，違反印尼法律，不向移民局告發妳，就不錯了。』他們通通說我的問題無解，無法幫忙。所以我一直拖，一直等，直到今天。」
我：「這麼多年，妳是如何活的？妳的駕照，妳的銀行帳戶，是如何辦的？」
林: 「我用這個。」說著，她拿出一張印尼身分證，上面照片像她本人。
我：「 哇！妳一直用印尼本地華人的身份在活呀？」
林：「是啊。」
我：「既然妳已經算是印尼人，妳申請一本印尼護照，來代表處辦個簽證，就可以回台灣了啊！」
林：「我不敢。這樣一定穿幫。」
我：「這麼說，真實身份的妳，已經人間消失了，死了。不是嗎？你是用別人姓名在生活？」（當時我是驚呆了，想到的詞是「消失」。那時候，還沒有「人間蒸發」這個詞）
林：「我知道我錯了，我在這個陰影下十年了。我現在還有女兒的問題，她馬上要讀書上學，現在一個身份都沒有。」
瞭解她的情況後，我是大吃一驚。竟然有這樣的同胞，這樣的故事。她涉及的違法違規事情真不少啊！犯行包括：跳機（早年國人出國後，通常是美國，落地生根，不回台灣），護照逾期失效，非法居留，冒用他人證件，不申報女兒戶籍，詐欺，偽造文件。她隱藏這麼多年，沒被舉發，算是幸運。
難怪以前的組長都愛莫能助。我的信念是：幫助落難的同胞是我的職責。她已經煎熬這麼多年，拖了兩任組長，又有下一代的問題，此時不處理，將來更難。我想要幫。但是，能幫嗎？如何幫？我沒有把握。
在她離開前，我告訴她：「這個案子很麻煩，牽涉到我國和印尼的法律。我願意幫忙，但是我要仔細看法規，需要一些時間，找出解決辦法。」
我很認真地看領務規定，也和我的同事，同組的黃裕豐秘書，以及和印尼移民局有業務聯繫的邱福松秘書討論，最後想出解套方案。幾天後我請林小姐來代表處，告訴她解決方法：有。但是需要一步一步走。
第一步：重新核發林小姐一本護照。這需要的文件包括：從前的，已經過期的護照，在台家屬幫她申請的戶籍謄本，我國身份證，照片等等。
第二步：向女兒出生的醫院，申請女兒的出生證明，其中生母姓名和我國護照上名字相符。「父親」欄位填寫「不詳」。根據女兒的出生證明，因為「父不詳」，從母姓，核發一本護照給林姓女童。
以上兩件事，很快在幾星期內完成。這是可以「操之在我」，代表處就能處理。這對母女有了新護照可以搭飛機了。可是接下來的問題是，如何出境？她逾期居留多年，違反印尼法規，怎麼解決？
第三步：請邱福松秘書和印尼移民局先打個招呼，然後託請和印尼移民局關係良好的熊姓華裔打通關節，以「自首」方式，向移民局坦承逾期停留，向移民官員繳交最輕情節的「罰款」之後，驅逐出境，一年時間內不許入境印尼。印尼在當時，是「有錢好辦事」。花錢，有辦法消災。這位熊大哥是早年僑生，就讀師大，歌唱得極好，願意幫忙。果然，在當時，花錢解決了問題。
完成了上面的程序，林小姐和女兒終於解除桎梏，以「驅逐出境」方式，搭機回國。
林小姐回台灣後，寫過謝卡給我。匆匆二十多年過去了。當年小女孩應該三十歲了。
這是我處理過的最「奇葩」的故事。她算是幸運的人。因為我瞭解，在公務機關裡，願意耐心聽民眾敘述困難處境，而且認真翻閱相關規定，尋找任何有利的條文，來幫當事人解套的公務員並不多見。我的「三步驟」處理，並不是什麼高明招數。只是多年來沒有人「認真想方法」去處理這個難題。

My daughter is 5 years old and has no status so far and is facing school problems. She wants the representative office to help her and her daughter return home. I remember some interesting conversations.

Lin: “I know I was wrong, I’ve been in this shadow for ten years. I still have problems with my daughter, she is going to school soon and now has no identity. " The "
After learning about her situation, I was amazed. How can there be such compatriots, such stories. She's involved in a lot of violations! The offences include: jumping off the plane (after the early years of foreign nationals, usually the United States, landing roots, not returning to Taiwan), overdue passport, illegal residence, impersonating someone else's ID, not reporting daughter's household registration, fraud, counterfeiting documents. She was lucky to have been hiding for so many years and not being reported.
No wonder the previous team leaders are not able to help. My belief is that it is my duty to help my compatriots in distress. She’s been suffering for so many years, dragging on two team leaders, and having problems for the next generation, it’s even harder to deal with now. I want to help. But can you help? How to help? I'm not sure.
Before she left, I told her: “This case is a troublesome case, involving laws in our country and Indonesia. I’m willing to help but I’m going to take a closer look at the rules and it’s going to take some " The "
I took a serious look at the consul regulations and discussed with my colleagues, Secretary Huang Yufeng in the same group, and Secretary Yao Fusong, who has business contacts with Indonesian Immigration, and finally came up with a solution. A few days later I asked Miss Lin to come to the representative office and tell her the solution: yes. But it takes a step by step.
Step 1: Reissue Miss Lin's passport. The documents required for this include: previous, expired passport, household registration copy for her family in Taiwan, our national ID card, photos, etc.
Step 2: Apply for the daughter's birth certificate from the hospital where her daughter was born, where the birth mother's name matches the name on our passport. Fill in the "father" field with "unknown". According to her daughter's birth certificate, because "father is unknown", a passport was issued to the girl surnamed Lin from her mother's surname.
These two things will be done soon in a few weeks. This can be "fuck me" and the representative office can handle it. The mother and daughter have new passports to fly. But the next question is, how do I get out? She overstayed for many years and broke Indonesian laws, how can I fix it?
Step three: Please ask Secretary Yao Fusong and the Indonesian Immigration Bureau to say hello first, and then ask the Indonesian Immigration Bureau to clear the joint with the Chinese surname Xiong, who has good relations with the Indonesian Immigration Bureau, confess to the Immigration Bureau for overstaying, pay the lightest "fine" to the immigration officer, and be removed from Indonesia for a year. Indonesia at the time was "rich to do things". Spending money, there's a way to relieve the disaster. This big brother Xiong was born early, went to college, sang very well, willing to help. Sure enough, at the time, spending money solved the problem.
After completing the above procedure, Miss Lin and her daughter finally lifted the fence and flew back to China in a "deportation".
Miss Lin returned to Taiwan and wrote me a thank you card. More than 20 years have passed in a hurry. The little girl should have been thirty years old.
This is the most "wonderful" story I've ever dealt with. She's a lucky person. Because I understand that it is not uncommon in the civil service to listen patiently to people's narratives of difficult situations, and to look through the relevant regulations carefully for any favorable provisions to help the client get rid of them. My three-step process is not a smart trick. It’s just that no one has “seriously thought” about this puzzle for years.
