對外關係協會夏立言會長、梁英斌常務監事以及章文梁大使於本（109）年7月27日，前往中信金融管理學院、中信國際實驗教育機構與台中市府就未來教育合作計畫進行訪問。
對外關係協會與中信金融管理學院約定打造國際金融人才培育計畫，邀請夏會長擔任講座教授，帶領諸位資深外交官聯合指導舉辦全英模擬APEC會議，結合ICRT台南台線上直播。
對外關係協會今年兩度前往台中偏鄉進行英文國際觀教學，頗具成效，台中市政府盼繼續與對外關係協會合作並於台中市多所高級中學開課，繼續帶領學生培養世界觀，以更宏觀、更專業的角度放眼世界。
【The Association of Foreign Relations visited CITIC Institute of Financial Management and Cooperation with the Municipal Government to cultivate international talent program 】
President Xia Liyan of the Association for Foreign Relations, Liang Ying-chuan, and Ambassador Zhang Wen-liang visited the CITIC Institute of Financial Management, CITIC International experimental education institution and Taichung City Government on July 27, 2009 to visit the future education cooperation plan.
The Association of Foreign Relations and the CITIC Institute of Financial Management agreed to build an international financial talent training program, invited President Xia to be a lecture professor, and led senior diplomats to jointly guide the holding of the All-British mock APEC meeting, combined with ICRT live broadcast on Tainan Taiwan.
The Association for Foreign Relations twice this year visited Taichung rural areas to teach English international views, which is very effective. The Taichung Municipal Government looks forward to continuing its cooperation with the Association for Foreign Relations and opening classes at many senior middle schools in Taichung, continue to lead students to develop a worldview and look at the world from a more macro and professional perspective.
