【首部台商經貿白皮書】

2017年9月7日對世界台灣商會聯合總會全體海外台商來說是特別的一天，因為海外台商對投資當地國的第一本『經貿投資白皮書-越南篇』以正式呈遞方式呈送給越南政府。在越南，台灣是繼歐盟之後第二個正式舉行遞交白皮書典禮的國家，本人當時擔任世界台灣商會聯合總會第23屆總會長，非常榮幸地能夠參與海外台商的重要時刻。
白皮書呈送典禮當天由越南工商總會(VCCI)主席、台灣事務委員會主席、越南行政改革委員會副主委武進祿先生代表接受。出席此次遞交典禮的台商代表，除由當時擔任越南台灣商會聯合總會許玉林總會長代表呈送外，另有世界台商總會、亞洲台商總會、越南台商總會及各分會台商代表列席見證外，台塑河靜越南鋼廠河內代表處、中鋼越南公司及寶成集團越南公司當天都派出高階主管自胡志明市與河內市前來參加此次呈遞典禮，見證此一結合眾多力量的台商白皮書成果公開發表儀式。
這本『台商經貿投資白皮書-越南篇』能獲越南政府的重視，公開舉行遞交儀式，並有越南媒體現場採訪，要感謝駐越南代表處石瑞琦大使、經濟組詹組長、陳副組長與其他駐越代表處同仁的協助，讓這本有史以來第一本『台商經貿投資白皮書-越南篇』能成功順利的遞交給當地政府！
後記：世界台灣商會聯合總會除2017年9月完成「經貿投資白皮書-越南篇」的呈送外，在2018年5月也完成了「泰國篇」的撰寫和遞交，「菲律賓篇」也已進入完稿編印階段。海外台商在東南亞地區的投資，對投資國當地創造很多的就業機會和促進投資國經濟發展，期盼「台商經貿投資白皮書」能對台商投資國政府發揮影響力，提升海外台商在各投資國的地位。

【First Taiwan Business and Trade White Paper 】

September 7, 2017 is a special day for all overseas Taiwanese businesspeople of the World Taiwan Chamber of Commerce, as the first "White Paper on Economic, Trade and Investment - Vietnam" by overseas Taiwanese businessmen on investing in the local country was officially submitted to the Vietnamese government. In Vietnam, Taiwan is the second country after the European Union to officially hold the White Paper submission ceremony. I was the 23rd General President of the World Taiwan Chamber of Commerce, and I was very honored to participate in the important moment for overseas Taiwanese businessmen.
On the day of the presentation ceremony, the White Paper was accepted by Mr. Wu Chin Nong, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), Chairman of the Taiwan Affairs Committee and Deputy Chairman of the Vietnam Administrative Reform Commission Taiwanese business representatives attending the delivery ceremony, apart from being the representative of the President of the Federation of Taiwan Chamber of Commerce in Vietnam, Xu Yulin, the representatives of the World Taiwanese Business Association, the Asian Taiwanese Business Association, the Vietnamese Taiwanese Business Association and the Taiwanese business representatives from various branches attended the presentation ceremony. The representative office of Taipu River Sting Vietnam Steel Factory, Sinosteel Vietnam Company, and the Bao Cheng Group Vietnam Company all sent senior executives from Ho Chi Minh City and Hanoi to attend the presentation ceremony on the same day to witness the results of this white paper.
This "Taiwan Business, Trade and Investment White Paper-Vietnam" can be valued by the Vietnamese government. It was publicly submitted and interviewed by the Vietnamese media. Thanks to Ambassador Shi Rui Huan, Director of the Economic Section, Deputy Director Chen and other colleagues in the Vietnamese representative office for their assistance, so that this first ever "Taiwan Business, Trade and Investment White Paper - Vietnam" can be successfully delivered to the local government!
Postscript: In addition to completing the submission of the "White Paper on Economic and Trade Investment - Vietnam" in September 2017, the World Taiwan Chamber of Commerce also completed the writing and submission of the "Thailand" in May 2018, and the "Philippines" has also entered the stage of preparation. Overseas Taiwanese businessmen's investment in Southeast Asia will create many job opportunities and promote economic development in the investing countries. I hope that the "White Paper on Taiwan Business and Trade Investment" will have an influence on the governments of Taiwan investors and enhance the status of overseas Taiwanese businessmen in various investor countries.
