本(107)年11月13日，本會監事、前外交部條約法律司司長申佩璜大使應邀出席國防大學「2018國際軍事法學學術研討會」，擔任第一場「論美國軍艦航行自由行動：國內政策或國際法律」論文發表與談人。
研討會上午在國防大學復興崗校區舉行，由國防部副部長張冠群上將主持，邀集專家學者參與研討，藉由建立交流平台，將學術成果具體展現在實務工作上，提升國防建軍工作效能。
其他主持及與談人包含國防大學管理學院院長牛明山少將、國家中山科學研究院資通所所長林高洲、大法官蔡明誠、前駐美代表沈呂巡、中科院資通所組長朱金益、臺灣大學政治系副教授蔡季廷、國軍北區法服中心主任廖文盟少將及臺灣海洋事務策進會理事長徐克銘等，並邀請空軍副司令張延廷中將就「臺海周邊區域主權爭端釐析」為題專題演講。
On November 13, 2017, Ambassador Shen Peiqin, our supervisor and former Director of the Ministry of Foreign Affairs, was invited to attend the "2018 International Military Law Academic Symposium" at the National Defense University and served as the speaker for the first paper on "On Freedom of Navigation Operations by U.S. Warships: Domestic Policy or International Law".
The seminar was held in the morning at the Fuxingang Campus of National Defense University. It was hosted by Admiral Zhang Guanqun, Deputy Minister of Defense, and invited experts and scholars to participate in the discussion. By establishing a platform for exchange, academic achievements will be concretely displayed in practical work, and enhance the effectiveness of national defense construction.
