【本會會長夏立言大使應邀於台北淡江大學國際研究學院、台南中信金融管理學院及高雄陸軍軍官學校演講，回顧其於外交、國防及兩岸的公職生涯，分享其心路歷程】
本(107)年5月23、24、25日上午，本會會長夏立言大使應邀於台北淡江大學國際研究學院、台南中信金融管理學院及高雄陸軍軍官學校演講，講題分別為「外交、國防、兩岸：公務生涯回顧」、「外交兩岸生涯回顧」及「從副部長到副總裁」。
25日在中華民國陸軍軍官學校，夏會長首先肯定黃埔先賢對國家的貢獻，並分享個人30餘年公職生涯的心路歷程：自己並非一出社會就是副部長、副總裁，而是在年輕時發生的各種因緣際會，成就了今日的自己。他鼓勵在座學生，要成為「歡迎變化，接受挑戰」的優秀幹部，期勉學子們努力上進、勇於承擔，成為國家安全與永續發展的基石。
為歡慶黃埔建校94週年，永續傳承黃埔精神，中華民國陸軍軍官學校由校長陳少將主持「九十四週年校慶學術研討會」，期許在座同學能藉由此次的研討會汲取專業學識，增進自身本職學能，進而提升自我能力與價值，成為術德兼備的優秀領導幹部。
研討會邀請國防大學通識中心主任盧國慶擔任主持人，陸軍官校通識中心尤淑如副教授、陸軍專校通識中心楊靜怡、陳小雯等2為助理教授擔任發表人，發表「在「敘事」中成就軍人武德及品格領導」、「美軍正念(Mindfulness)心智訓練運用於強化軍事院校學生領導實務效能研究」及「增加軍人幸福感運用於防治軍人自我傷害」等3篇學術論文，並由國防大學通識中心副主任劉瀚嶸、海軍官校通識中心主任陳美妃及空軍官校通識主任趙淑美等3員擔任評論人。

On the morning of May 23, 24 and 25th, this Council's President Ambassador Xia Liyan was invited to speak at the Institute of International Studies of Tamjiang University in Taipei, Tainan Citic Institute of Financial Management and Kaohsiung Army Officers' School. The topics were "Foreign Affairs, National Defense, Cross-Strait: Review of Civil Service Career", "Cross-Strait Career Review" and "From Deputy Minister to Vice President".
On the 25th, at Republic of China Army Officers School, President Xia first recognized the contribution of Whampoa Pioneers to the country, and shared the journey of his 30+ years of public service career: I am not a deputy minister or vice president from society, but a variety of circumstances that occurred at a young age, making me who I am today. He encouraged the students here to become outstanding cadre who "welcometh change and accept challenges", and urged them to work hard and take responsibility, and become the foundation stone of national security and sustainable development.
To celebrate the 94th anniversary of the establishment of Whampoa School and continue to carry on the spirit of Whampoa, Republic of China The Army Officers' School is hosted by Major General Chen, the principal of the Army Officers' School. It is hoped that the students present can gain professional knowledge, improve their own academic abilities, and thus enhance their own ability and value, and become excellent leaders with both academic ethics.
The seminar invited Lu Guoqing, Director of the Center for General Education of National Defense University, to serve as the moderator. Assistant Professor Yu Shulu, Assistant Professor of General Knowledge Center of the Army Academy, Wu Jingyi, and Chen Xiaobin, etc. 2 assistant professors were presenters. They published three academic papers, including "Achieving military martial arts and character leadership in the "narrational"", "Mindfulness mental training applied to strengthen the practical effectiveness of students in military colleges" and "Increasing military happiness used to prevent and prevent military self-harm". They were also presented by Liu Wei, deputy director of the Center of General Studies of National Defense University, Chen Meifu, director of the Naval Academy, and Director of General Education, and Lu Shu Shu, Director of the Air Force Academy
