蔡大使表示，渠於2008年底抵任後，即開始推動台紐經貿合作協議（FTA)，在台紐兩方都認為對雙方簽訂經貿交流協議有助益，終於在2013年，以WTO的模式簽訂台紐經貿合作協議（ANZTEC)。隔年紐方外銷台灣貿易額大增百分之卅。在政府推動新南向政策之際，此種自由貿易協定更形重要。在積極洽商下，紐方於2009年亦給予國人免簽待遇，使雙方人民的旅遊及文化交流更加密切。紐西蘭航空亦將於本年十一月開始台北至奧克蘭直航班機。
晚間嘉義大學國際長楊徳清博士邀請蔡大使，並就嘉大與在紐西蘭的兩個姐妹校Lincoln University 和Victoria University 交流事交換意見。

At the recommendation of the Association for Foreign Relations, Ambassador Tsai Er Huang Ben (107) delivered a speech at Minxiong Campus of Chiayi University on May 28, 2017, on the theme of "New Zealand Quran Trade Culture Tourism and Diplomacy Practice".
Ambassador Tsai said that after he arrived in office at the end of 2008, he started to promote the Taiwan-New Zealand Economic and Trade Cooperation Agreement (FTA). Both sides in Taiwan and New Zealand believed that it would be beneficial to the two sides to sign an economic and trade exchange agreement (ANZTEC) was finally signed in 2013 in the form of the WTO. New Zealand's export trade to Taiwan increased by 卅% the following year. Such free trade agreements are all the more important as the government pushes for a new southbound policy. Under active negotiations, New Zealand also granted visa-free treatment to Chinese citizens in 2009, bringing the travel and cultural exchanges between the two peoples closer. Air New Zealand will also start direct flights from Taipei to Oakland in November this year.
In the evening, Dr. Yao Qing, International Director of Chiayi University, invited Ambassador Tsai and exchanged views on Jia University's exchange with two sister schools in New Zealand, Lincoln University and Victoria University.
