對外關係協會(以下簡稱本會)於本(107)年4月17日(二)上午10時至11時50分假外交及國際事務學院2樓國際會議廳舉辦「國際參與 民間做後盾:我國非政府組織的國際參與經驗」座談會,邀請知名非政府組織主要負責人、學者及外交部非政府組織國際事務會副主管發表心得、進行對話、提出建議。
座談會由本會會長、前陸委會主委夏立言致歡迎詞,本會副會長、前外交部政務次長令狐榮達主持。5位主講人分別為勵馨社會福利事業基金會紀惠容執行長、台灣世界展望會陳純敬會長、台灣路竹會劉啟群會長、外交部非政府組織國際事務會張秀禎副執行長、對外關係協會黃奎博秘書長(亦為政大國際事務學院副院長)。本座談會有約50位外交部新進學員參加,另有本會理事、監事及會員等亦撥冗出席。
我國非政府組織為數眾多且活力充沛,隨其業務及成立緣起不同,參與的國際活動及方式也形形色色,常為我國走出一條非典型的外交管道,成功地將我國正面形象傳遞到國際社會;然也可能因為人力、財力不足,或受國內外政治因素影響,使其國際參與的程度受限。因為維持我國邦交與其他領域國際空間的壓力正逐漸增大,本座談會從實務與學理兩方面,討論我國非政府組織的國際參與之機遇與挑戰,並且當背負著非典型外交的重責大任時,官民各界應有何種認識與做法。

The seminar was hosted by Xia Liyan, the president of the Council and former chairman of the Mainland Affairs Commission, and the vice president of the Council and former deputy minister of the Ministry of Foreign Affairs, Ling Hu Rongda. The five speakers are Ji Hui-Rong, CEO of the Reixin Social Welfare Foundation, President Chen Chun-jing, President of the Taiwan World Vision Association, President Liu Qiqun, President of the Taiwan Lu Bamboo Association, Deputy CEO of the International Affairs Association of Foreign Affairs, Deputy Director of the Foreign Relations Association, Huang Kuibo (also Vice President of the School of International Affairs of the Chinese University). About 50 new students from the Ministry of Foreign Affairs participated in this seminar, and other Council members, supervisors and members also took time to attend.
There are numerous and energetic non-governmental organizations in our country. They participate in various international activities and methods depending on their business and establishment. They often come out of an atypical diplomatic channel for our country, successfully conveying our positive image to the international community. However, they may also be limited by lack of human resources, financial resources, or by domestic and foreign political factors. As the pressure to maintain our diplomatic relations and international space in other fields is increasing, this forum will discuss the opportunities and challenges of our non-governmental organizations' international participation from both practical and academic aspects, and what kind of understanding and practices should be given by the officials and the people when carrying the heavy responsibility of atypical diplomacy.

There are numerous and energetic non-governmental organizations in our country. They participate in various international activities and methods depending on their business and establishment. They often come out of an atypical diplomatic channel for our country, successfully conveying our positive image to the international community. However, they may also be limited by lack of human resources, financial resources, or by domestic and foreign political factors. As the pressure to maintain our diplomatic relations and international space in other fields is increasing, this forum will discuss the opportunities and challenges of our non-governmental organizations' international participation from both practical and academic aspects, and what kind of understanding and practices should be given by the officials and the people when carrying the heavy responsibility of atypical diplomacy.

The seminar was hosted by Xia Liyan, the president of the Council and former chairman of the Mainland Affairs Commission, and the vice president of the Council and former deputy minister of the Ministry of Foreign Affairs, Ling Hu Rongda. The five speakers are Ji Hui-Rong, CEO of the Reixin Social Welfare Foundation, President Chen Chun-jing, President of the Taiwan World Vision Association, President Liu Qiqun, President of the Taiwan Lu Bamboo Association, Deputy CEO of the International Affairs Association of Foreign Affairs, Deputy Director of the Foreign Relations Association, Huang Kuibo (also Vice President of the School of International Affairs of the Chinese University). About 50 new students from the Ministry of Foreign Affairs participated in this seminar, and other Council members, supervisors and members also took time to attend.
There are numerous and energetic non-governmental organizations in our country. They participate in various international activities and methods depending on their business and establishment. They often come out of an atypical diplomatic channel for our country, successfully conveying our positive image to the international community. However, they may also be limited by lack of human resources, financial resources, or by domestic and foreign political factors. As the pressure to maintain our diplomatic relations and international space in other fields is increasing, this forum will discuss the opportunities and challenges of our non-governmental organizations' international participation from both practical and academic aspects, and what kind of understanding and practices should be given by the officials and the people when carrying the heavy responsibility of atypical diplomacy.

As a non-profit, cross-party, and public welfare non-governmental external organization, the Association aims to integrate the resources and forces of all walks of life in Taiwan through the diversity and professionalism of the members of the Association, to help expand China's future external (including cross-strait) relations in many fields, including economic, trade, culture, academic, and administrative affairs, and to arouse the interest and importance of foreign-related affairs from all walks of life.

本會作為一非營利、跨黨派、顯公益之民間對外組織,宗旨在透過本會組成人員的多樣性與專業性、整合臺灣內部各界資源與力量,以協助拓展我國未來經貿、文化、學術、行政治理等諸多領域之對外(含兩岸)關係,並且喚起國內各界對涉外事務的興趣及重視。
The Association for Foreign Relations (hereafter referred to as the Association) held a seminar on "International Participation, Civil Support: The Experience of International Participation of Our Non-Governmental Organizations in International Participation" on Tuesday, April 17th (107) from 10:00 to 11:50 am in the International Conference Hall, 2nd floor of the Institute of Foreign Affairs and International Affairs. The main heads of well-known non-governmental organizations, academics, and deputy director of the International Affairs of the Ministry of Foreign Affairs, were invited to express their views,
The seminar was hosted by Xia Liyan, the president of the Council and former chairman of the Mainland Affairs Commission, and the vice president of the Council and former deputy minister of the Ministry of Foreign Affairs, Ling Hu Rongda. The five speakers are Ji Hui-Rong, CEO of the Reixin Social Welfare Foundation, President Chen Chun-jing, President of the Taiwan World Vision Association, President Liu Qiqun, President of the Taiwan Lu Bamboo Association, Deputy CEO of the International Affairs Association of Foreign Affairs, Deputy Director of the Foreign Relations Association, Huang Kuibo (also Vice President of the School of International Affairs of the Chinese University). About 50 new students from the Ministry of Foreign Affairs participated in this seminar, and other Council members, supervisors and members also took time to attend.
There are numerous and energetic non-governmental organizations in our country. They participate in various international activities and methods depending on their business and establishment. They often come out of an atypical diplomatic channel for our country, successfully conveying our positive image to the international community. However, they may also be limited by lack of human resources, financial resources, or by domestic and foreign political factors. As the pressure to maintain our diplomatic relations and international space in other fields is increasing, this forum will discuss the opportunities and challenges of our non-governmental organizations' international participation from both practical and academic aspects, and what kind of understanding and practices should be given by the officials and the people when carrying the heavy responsibility of atypical diplomacy.
President Xia of the Association also presented letters of appointment to Honorary Advisor (President Ding Guangxi, Chairman Chen Yukun), Senior Advisor (Ambassador Zhang Liang, Ambassador Xie Fada) and Consultant (Mr. Du Jinghao, Ms. Xu Zunqi) before the meeting, thanking them for their contribution to the affairs of the Association.
As a non-profit, cross-party, and public welfare non-governmental external organization, the Association aims to integrate the resources and forces of all walks of life in Taiwan through the diversity and professionalism of the members of the Association, to help expand China's future external (including cross-strait) relations in many fields, including economic, trade, culture, academic, and administrative affairs, and to arouse the interest and importance of foreign-related affairs from all walks of life.
