[國合會訪問本會黃秘書長奎博,分享對今年2018國際援助趨勢的觀察]
財團法人國際合作發展基金會訪問本會黃秘書長奎博,於《國際開發援助現場》分享他對今年國際援助趨勢的觀察,針對「水資源議題將成討論重點」、「美國援外預算刪減」及「如何使台灣援外有感」提出看法。
…根據2016年社團法人對外關係協會(即本會)針對「國人國際與外交態度」所做的問卷調查結果顯示,有超過一半的受訪民眾認為,外交部每年編列約新台幣90億元預算援助邦交國「不值得」,因此對於2018年臺灣的對外援助工作,黃奎博教授提出了以下建議,首先,他認為援外工作要能持續,取得臺灣民眾的支持是基本前提,也就是要讓臺灣民眾有感,讓援外的成果能夠回到國內,並多加宣傳...。其次,是要讓邦交國有感,對此黃奎博教授認為可從兩個面向切入,第一,援外成果要讓邦交國看得到,...。第二個就是援外成果要讓邦交國感覺得到,簡單的說就是「People to People」,因此若是可以像過去農技團或技術團,在當地長期駐點,培養與在地人民或政府官員的關係,將較容易讓受援國人民感受到被關注與重視。
最後,黃奎博教授指出,臺灣應與國際間的援助機構增加接觸與合作,除了透過學習國際援助機構的經驗,提升國內政府與民間相關領域工作人員的援助能量,亦可讓國內的知識社群更了解國際現勢與相關做法,進一步提升臺灣的援外專業形象與能見度。…
