[國合會訪問本會黃秘書長奎博，分享對今年2018國際援助趨勢的觀察]
財團法人國際合作發展基金會訪問本會黃秘書長奎博，於《國際開發援助現場》分享他對今年國際援助趨勢的觀察，針對「水資源議題將成討論重點」、「美國援外預算刪減」及「如何使台灣援外有感」提出看法。
…根據2016年社團法人對外關係協會(即本會)針對「國人國際與外交態度」所做的問卷調查結果顯示，有超過一半的受訪民眾認為，外交部每年編列約新台幣90億元預算援助邦交國「不值得」，因此對於2018年臺灣的對外援助工作，黃奎博教授提出了以下建議，首先，他認為援外工作要能持續，取得臺灣民眾的支持是基本前提，也就是要讓臺灣民眾有感，讓援外的成果能夠回到國內，並多加宣傳...。其次，是要讓邦交國有感，對此黃奎博教授認為可從兩個面向切入，第一，援外成果要讓邦交國看得到，...。第二個就是援外成果要讓邦交國感覺得到，簡單的說就是「People to People」，因此若是可以像過去農技團或技術團，在當地長期駐點，培養與在地人民或政府官員的關係，將較容易讓受援國人民感受到被關注與重視。
最後，黃奎博教授指出，臺灣應與國際間的援助機構增加接觸與合作，除了透過學習國際援助機構的經驗，提升國內政府與民間相關領域工作人員的援助能量，亦可讓國內的知識社群更了解國際現勢與相關做法，進一步提升臺灣的援外專業形象與能見度。…
