而季風計畫與『一帶一路』是否互斥或者相容則是另一個觀察重點。季風計畫目前的性質和規模並無法與『一帶一路』相比,實質衝擊有限。就申請世界遺產這部分來說,印度也還未與相關國家達成具體協議。但季風計畫提供印度一個整合及介入亞太事務的新平台,顯示印度固守印度洋並往東行動的企圖心。」
[July 15, 105] Association of Foreign Relations [column review]: "The impact of India's "monsoon project" on politics and economy in the Asia-Pacific region", Assistant Professor Fang Tianzhi, National Tsinghua University General Education Center“The Indian official explains that at the macro level, the project is to reconnect with the countries concerned to strengthen understanding of Indian Ocean cultural values, and at the micro level, to understand national culture from a regional perspective. It is worth mentioning that although this project is named for the Indian Ocean, its scope is not limited to the Indian Ocean region, but also covers the Southeast Asian region.Whether monsoon plans and BRI are mutually exclusive or compatible is another point of observation. The current nature and scale of the monsoon program cannot compare to the BRI, with limited physical impact. India has not yet reached a specific agreement with the countries concerned in terms of applying for the World Heritage section. But the monsoon program provides India with a new platform for integration and involvement in Asia-Pacific affairs, demonstrating India's ambition to hold on to the Indian Ocean and move eastward.
