「緬甸未來經濟發展將取決於政局是否穩定，而且在憲法的不合理保障下，無論何人當政，後續各式經建計畫的施行，或者與邊境少數民族的談判，都無法忽視軍方的態度。易言之，緬甸以軍人主導的獨特體制仍將持續存在，若沒有軍方的合作與妥協，緬甸任何進一步的改革都會非常困難。」
