今年為我國已故前外交部次長、駐南非共和國特命全權大使楊西崑先生逝世16週年。楊西崑大使外交資歷豐富，尤其熟悉非洲事務，曾出任駐聯合國代表團專門委員、外交部非洲司長、常務及政務次長，與駐南非大使及總統府國策顧問等要職，素有「非洲先生」美譽。楊西崑大使駐節南非期間，中華民國與南非關係攀向頂峰，外交成就至今仍為國人頌揚。

This year marks the 16th anniversary of the death of our late former Foreign Minister and Ambassador Plenipotentiary to the Republic of South Africa, Mr. Shao Xix Ambassador Shaanxi is highly experienced in foreign affairs, especially familiar with African affairs. He has served as a member of the mission to the United Nations, Director of African Affairs, Deputy Secretary of State and Political Affairs of the Ministry of Foreign Affairs, as well as ambassador to South Africa and Presidential Office Building and national policy advisor. During Ambassador Shaanxi's visit to South Africa, Republic of China ties with South Africa reached the peak, and diplomatic achievements are still celebrated today.
To commemorate Ambassador Shaanxi's lifelong dedication to our diplomatic work, the Association held a seminar in the International Conference Hall on the 2nd floor of the Foreign Affairs Academy. Scholars were invited to write papers on China's relations with the United Nations, South Africa and China-US during Ambassador Shaanxi's term of office. Senior staff and academics participated in the discussion. Combining academics and practice, promoting Ambassador Shaanxi's dedication to diplomatic work, and sharing with our country's current diplomatic staff. At the same time, we spread knowledge in the field of foreign affairs to our people, expanding people's understanding of my diplomatic business situation, so as to enhance the effectiveness of national diplomacy.
The seminar was opened by Minister Lin Yongle of Foreign Affairs and President of the Council, Mr. Ou Ying, and invited Mr. Ding, former Foreign Minister Cheng Jianren and Mr. Jiang Jin to serve as the host of the conference, holding three seminars on the following topics.

This year marks the 16th anniversary of the death of our late former Foreign Minister and Ambassador Plenipotentiary to the Republic of South Africa, Mr. Shao Xix Ambassador Shaanxi is highly experienced in foreign affairs, especially familiar with African affairs. He has served as a member of the mission to the United Nations, Director of African Affairs, Deputy Secretary of State and Political Affairs of the Ministry of Foreign Affairs, as well as ambassador to South Africa and Presidential Office Building and national policy advisor. During Ambassador Shaanxi's visit to South Africa, Republic of China ties with South Africa reached the peak, and diplomatic achievements are still celebrated today.
To commemorate Ambassador Shaanxi's lifelong dedication to our diplomatic work, the Association held a seminar in the International Conference Hall on the 2nd floor of the Foreign Affairs Academy. Scholars were invited to write papers on China's relations with the United Nations, South Africa and China-US during Ambassador Shaanxi's term of office. Senior staff and academics participated in the discussion. Combining academics and practice, promoting Ambassador Shaanxi's dedication to diplomatic work, and sharing with our country's current diplomatic staff. At the same time, we spread knowledge in the field of foreign affairs to our people, expanding people's understanding of my diplomatic business situation, so as to enhance the effectiveness of national diplomacy.

To commemorate Ambassador Shaanxi's lifelong dedication to our diplomatic work, the Association held a seminar in the International Conference Hall on the 2nd floor of the Foreign Affairs Academy. Scholars were invited to write papers on China's relations with the United Nations, South Africa and China-US during Ambassador Shaanxi's term of office. Senior staff and academics participated in the discussion. Combining academics and practice, promoting Ambassador Shaanxi's dedication to diplomatic work, and sharing with our country's current diplomatic staff. At the same time, we spread knowledge in the field of foreign affairs to our people, expanding people's understanding of my diplomatic business situation, so as to enhance the effectiveness of national diplomacy.
The seminar was opened by Minister Lin Yongle of Foreign Affairs and President of the Council, Mr. Ou Ying, and invited Mr. Ding, former Foreign Minister Cheng Jianren and Mr. Jiang Jin to serve as the host of the conference, holding three seminars on the following topics.

Session 2 : Ambassador Shaanxi is committed to protecting and securing our country's rights and interests while China and the US cut off diplomatic ties
Session 3: Ambassador Shaanxi and my bilateral relationship with South Africa
