【公私夥伴關係與我國國際空間】座談會

當前的涉外事務包含了錯綜複雜的政治、經濟、社會、文化、教育、軍事等網絡,政府部門需要民間力量的支持及參與,甚至形成與私部門的制度安排,才能提昇涉外事務領域的施政品質與成效。換言之,對於包括中華民國在內的世界各國而言,涉外事務領域的「公私夥伴關係」(Public-Private Partnership,簡稱PPP)極為重要。
我國外交處境特殊,若能透過有效的「公私夥伴關係」,在國際場域將政府與民間的相關活動力與資源做到相加甚至相乘的效果,將有助於舒緩當前外交困境並找出更多外交活路。但政府與私部門並無隸屬關係,組織文化不同,遑論相互的了解與配合度亦視領域及單位而各有不同,因此亟需有更多的案例分享與討論,使公、私部門之間得以增加互動、深化了解,進而發揮國家整體實力,於涉外事務領域中行穩致遠。

Current foreign affairs include complex political, economic, social, cultural, educational and military networks. The government departments need the support and participation of civil forces, and even form institutional arrangements with the private sector to improve the quality and effectiveness of governance in the field of foreign affairs. In other words, public-private partnerships (PPP) in foreign affairs are extremely important for countries around the world, including Republic of China
China's diplomatic situation is special. If effective "public-private partnership" can add and even multiply the relevant activities and resources of the government and the people in the international arena, it will help relieve the current diplomatic difficulties and find more diplomatic paths. However, the government and the private sector are not affiliated, the organizational culture is different, the degree of mutual understanding and cooperation varies depending on the field and unit. Therefore, there is an urgent need for more case sharing and discussion, so that the public and private sectors can increase interaction and deepen understanding, and then give full play to the overall strength of the country, and in the field of foreign-related affairs.
