（中央社記者唐佩君台北4月30日電）日本前首相野田佳彥今天向台灣致歉，對3年前311大地震追悼儀式未讓台灣代表上台獻花，他坦言當時不夠周到，要對台灣的深情厚義表達深深謝意。
野田佳彥（Yoshihiko Noda）眾議員今天率團訪華，這是他卸任首相後首次來訪，今天下午應社團法人對外關係協會邀請，以「日本再生與日台關係」為題發表專題演講。
他演講一開始先對尼泊爾發生的強震造成重大傷亡致哀，並表示日本2011年發生大地震，也曾經歷過這種慘痛經驗，提到當時有許多國家伸出援手，但台灣非常特別，不但援助物資及救災，更捐出高額金錢，他深深感謝台灣當時溫暖的支援。
野田進一步指出，他在2011年在國會中正式對台灣提出感謝，但在2012年311大地震週年的追悼儀式上，他當時是首相，卻對台灣駐日代表無法有周到的對待（指未邀請台灣代表上台獻花），他除了對台灣代表致歉外，今天也要對台灣民眾致上歉意，真的非常感謝台灣的深情厚義。
他比喻，日本發生311大地震後，就像下了一場大雨，而台灣這位朋友幫日本撐了一把非常大的傘，所以「台灣是真正的朋友」。
談到台日關係，野田說他在首相任內推動開放天空政策，大幅推動台日人員交流，他透露，有次他到日本山形縣，臨時決定要去泡溫泉，結果當地每一家旅館都客滿了，都是來自台灣的旅客，讓他大為吃驚。
野田表示，希望未來台日能夠在政治經濟文化上繼續深化交流，在亞太區域上也有合作空間。
今天前副總統蕭萬長以對外關係協會名譽會長身分出席致詞，他表示，野田是台灣好朋友，也是日本非常傑出的政治家，在首相任內讓台日經貿更密切，也推動海外美術品保障法案，促成後來故宮國寶能到日本展出，接下來日本國寶也要到台灣展覽，再加上台日觀光客大幅增加，推祟野田對推動台日關係做出重大貢獻。

He began his speech by expressing condolences for the heavy casualties caused by the powerful earthquake in Nepal, and said that Japan had experienced this painful experience in 2011 when the earthquake hit Japan, mentioning that many countries offered help at that time, but Taiwan was very special, not only providing supplies and relief, but also donated a large amount of money. He deeply appreciated Taiwan's warm support at that time.
Noda further pointed out that he officially expressed gratitude to Taiwan in the parliament in 2011, but at the memorial ceremony on the anniversary of the 311 earthquake in 2012, he was Prime Minister at the time, but he was unable to treat Taiwan's representatives in Japan (referring to not invite Taiwan's representatives to the stage to lay flowers).
