【演講訊息】1月13日(二)上午10點 WISC/法蘭克福大學Gunther Hellmann教授演講會：「歐盟外交政策與東歐及中東危機之弧」
近年來，歐盟內憂外患逐漸增多。當歐盟參與對俄羅斯的制裁產生「兩面刃」影響時，希臘與英國的大選將牽動著歐元區的走向，讓歐盟未來的發展更加複雜。另外，包括克里米亞問題、伊朗核問題、伊斯蘭國威脅、敘利亞問題、新一波阿拉伯之春… 對於歐盟而言如同「危機之弧」；如何執行共同安全暨外交政策以妥善因應歐盟東側諸多的國際問題，頗令人注目，而且將影響未來國際格局的走向。
因此，對外關係協會邀請外交部外交及國際事務學院於104年1月13日上午10：00至12：00，聯合舉辦本年度第一項活動：「歐盟外交政策與東歐及中東危機之弧」演講會，由德國法蘭克福大學（Johann-Wolfgang-Goethe-Universität Frankfurt am Main）政治學系教授Gunther Hellmann博士主講。Hellmann博士對於德國及歐盟外交政策；其亦為「世界國際研究委員會」（World International Studies Committee - WISC）執行書記，國際交流經驗豐富。
本次活動由台灣歐洲聯盟中心蘇宏達主任主持，敬備茶點，誠摯歡迎您的參與！公務人員可登記終身學習時數2小時。

【Speech message 】Tue 13 January 10am WISC/University of Frankfurt Professor Gunther Hellmann lecture: "EU foreign policy and the arc of crisis in Eastern Europe and the Middle East"
In recent years, internal and external troubles in the EU have gradually increased. When the EU's involvement in sanctions against Russia has a "two-blade" effect, elections in Greece and the UK will shake the euro area's direction and complicate the future of the EU. Also, including Crimea, Iran's nuclear issue, ISIS threat, Syria, new wave of Arab Spring... For the EU it is like an "arc of crisis"; how to implement common security and foreign policy to properly respond to the many international problems on the east side of the EU is remarkable and will affect the future direction of the international landscape.
Therefore, the Association for Foreign Relations invited the School of Foreign Affairs and International Affairs of the Ministry of Foreign Affairs to co-host the first event of the year: "EU Foreign Policy and the Arc of the Crisis in Eastern Europe and the Middle East" lecture by Dr. Gunther Hellmann, Professor of Political Science at Johann-Wolfgang-Goethe-Universit ät Frankfurt am Main, Germany. Dr. Hellmann has extensive experience in international exchange for German and European Union foreign policy; he is also Executive Secretary of the World International Studies Committee (WISC).
This event is hosted by Director Su Hongda, Taiwan European Union Center, Taiwan. We welcome you to participate! Civil servants can register for 2 hours of lifelong learning.
