美國布魯金斯研究所東亞政策研究中心、財團法人台北論壇基金會、社團法人對外關係協會28日在台北舉辦「2015年台灣內外政策環境的展望」國際研討會,邀請多名學者探討台灣與亞太區域經濟問題。
美國學者索里士(Mireya Solis)今天表示,台灣高度仰賴貿易,必須融入多邊貿易機制,一定要先進入TPP,RCEP會員才會考慮是否讓台灣加入。
中央研究院院士胡勝正表示,台灣的經商環境不差,卻無法吸引太多外資投資,遠遠落後南韓,重要原因是無法和重要貿易夥伴簽署FTA。
台灣大學經濟系教授陳添枝指出,台灣到目前為止只能和有外交關係的國家簽署FTA,只涵蓋出口貿易極小部分,而美國與南韓簽署FTA,已對台灣產品在美國的市占率造成影響。
陳添枝以「FTA夾擊」(FTA siege)形容台灣面對貿易和投資同時受傷的困境,認為台灣若能加入TPP和RCEP等大型多邊協定,也能說服民眾台灣在經貿上沒有過度依賴大陸。
