外交部長林永樂出席台北論壇基金會、對外關係協會以及美國布魯金斯研究院東亞政策研究中心共同舉辦「2015年台灣內外政策環境的展望」研討會，在致辭時透露，蕭萬長在本屆APEC年會中將積極與與會國家討論台灣參與區域經濟整合相關議題。
會後林永樂受訪時進一步證實，包括王郁琦及經濟部長杜紫軍、國發會主委管中閔都會出席APEC；杜紫軍、管中閔將代表出席雙部長會議，而王郁琦會以顧問身分陪同蕭萬長參與相關領袖會議。
Foreign Minister Lin Yongle attended a seminar on "2015 outlook for Taiwan's domestic and foreign policy environment" jointly organized by the Taipei Forum Foundation, the Association for Foreign Relations and the East Asia Policy Research Center of the Brookings Institute in the United States. In his speech, he revealed that at this annual APEC meeting, Mr. Jiang will actively discuss issues related to Taiwan's participation in regional economic integration with participating countries.
After the meeting, Lin Yongle further confirmed in an interview, including Wang Yuqi, Minister of Economic Affairs Du Zijun, and Chairman of the National Development Council, Zhongqi will attend APEC; Du Zijun and Guan Zhongqi will attend the bilateral ministerial meeting, while Wang Yuqi will accompany Jiang Wanchang as an advisor to the relevant leaders' meetings.
