本會學術訪團拜會美國馬大法學院東亞法律研究計畫
本會與美國布魯金斯研究院東亞政策研究中心(Center for East Asian Policy Studies, CEAP)將於九月十二日於華府共同舉辦台美陸三邊關係研討會,本會並籌組由國內學者組成之訪團先行前往美國訪問,由本會秘書長黃奎博博士、文化大學中山與中國大陸研究所講座教授兼所長趙建民博士任共同團長,淡江大學國際研究學院院長王高成博士等參團出訪。
九月十日下午,訪團拜會馬里蘭大學法學院東亞法律研究計畫(East Asian Legal Studies Program),由法學院教授兼東亞法律研究計畫主任范奧斯汀(Michael Van Alstine)博士接待,該計畫副主任杜芝友女士陪見。會談中,雙方均對於該計畫前主任、前馬里蘭大學法學院名譽教授、前行政院政務委員丘宏達博士在兩岸關係之用心與貢獻表示敬佩,並對於馬英九總統提出的兩岸政權「相互不否認」(mutual non-denial)等突破現狀等相關法律見解簡單交換意見。
除了法律觀點的意見交流,雙方亦討論兩岸間諸如「一中各表」的模糊政治概念,如何維繫了兩岸暫時穩定,且成為兩岸互動的重要基礎。
會後,訪團參觀了東亞法律研究計畫辦公室、圖書館、模擬法庭等處。

Our academic delegation visited the East Asian Legal Studies Program at the University of Malaysia Law School
The Association and the Center for East Asian Policy Studies (CEAP) of the Brookings Institute will co-host a seminar on trilateral relations between Taiwan and the US in Washington on September 12. The Association will also organize a delegation of domestic scholars to visit the US first. Dr. Huang Kuibo, Secretary-General of the Association, Dr. Jiang Jianmin, lecture professor and director of the Zhongshan and Mainland China Institute of Culture University, Dr. Wang Gaocheng, Dean of the School of International Studies of Tanjiang University, etc.
On the afternoon of September 10, the delegation called on the East Asian Legal Studies Program at the University of Maryland Law School. It was hosted by Dr. Michael Van Alstine, professor of law and director of the East Asian Legal Studies Program, and accompanied by Ms. Du Zhiyou, deputy director of the program. During the talks, both sides expressed their admiration for Dr. Qiu Hongda, former director of the project, former honorary professor of law at the University of Maryland, and former executive committee member of the Executive Yuan, for his dedication and contribution to cross-strait relations. They also exchanged views on the legal insights related to the breakthrough status quo, such as Ma Ying-jeou's proposal of "mutual non-denial" by cross-strait regimes
In addition to the exchange of views on legal points of view, the two sides also discussed how vague political concepts such as "one table" between the two sides have maintained temporary stability and become an important basis for cross-strait interaction.
After the meeting, the delegation visited the East Asia Legal Studies Project office, library, moot court, etc.
