本會黃秘書長奎博教授發表了題為「歐巴馬主義的內涵與挑戰」的評論文章，認為歐巴馬主義（Obama Doctrine）包括「有限度、謹慎的使用武力以解決外交問題，首要之務必須確定對各利益攸關方不會造成無可彌補的傷害」、「盡量不片面動用武力，而是在盱衡美國國家利益受影響程度與向盟邦諮詢後，採取必要的協同軍事行動，並盡量避免在使用陸戰隊或陸軍等地面作戰部隊」等等。
秘書長也提到，面對中東問題，「歐巴馬能否關關難過關關過，藉此擦亮『歐巴馬主義』的招牌，看來艱險重重。」
