【越南排華暴動的內外部主因】 2014.05.15

...越南在政治上是社會主義國家,一黨專政,國家機器對政治的掌控堪稱嚴密,但針對經濟權、工作權的示威和罷工仍時有所聞。尤其近年通膨較為嚴重,越南勞工合法或非法的示威和罷工次數更多,例如在二○一一年便有約千件的罷工事件,其中有些是沒有明顯的領導人,也沒有工會的參與,反正只要勞工覺得工作權受損了,便開始自發性的罷工或示威。
此次越南排華暴動事件,當然有民族主義的影響。中國大陸在南海的強勢作為,加上越南政府為了反制而在政治宣傳及動員上積極操作,最後可能擦槍走火,讓來自東亞的主要外資都可能成了暴民攻擊的目標。
另外,火上加油的是,越南勞工的公民素養仍待加強,未能使他們理性對待這些外來廠商,而且部分民眾因為平均薪資低(每月約一百八十美元左右),於是趁亂進入廠房或辦公室攫取財物,對他們而言等於是「加薪」。部分地區警力調度不及也造成了暴力的蔓延與擴大,雖然據稱越南政府已逮捕逾五百人,但動亂並未止息,而且有向中部蔓延的趨勢。
雖然越南承認「一個中國」政策,教科書上也說台灣是中國的一部分,但在政治領域之外,一般越南人應還可分得清楚「中國人」和「台灣人」。台灣與越南經貿關係極為密切,再加上為數不少的越籍配偶(至去年底為止約有一萬六千名越配,若含已歸化我國國籍者,應有八萬餘人),以及前前後後有至少數十萬人次的越南勞工來台工作(至去年底為止約有十二萬五千名越勞在台工作),越南民眾應不致因為與中國大陸的領土主權爭端,故意拿台灣來出氣。...
