【越南排華暴動的內外部主因】 2014.05.15

...越南在政治上是社會主義國家，一黨專政，國家機器對政治的掌控堪稱嚴密，但針對經濟權、工作權的示威和罷工仍時有所聞。尤其近年通膨較為嚴重，越南勞工合法或非法的示威和罷工次數更多，例如在二○一一年便有約千件的罷工事件，其中有些是沒有明顯的領導人，也沒有工會的參與，反正只要勞工覺得工作權受損了，便開始自發性的罷工或示威。
此次越南排華暴動事件，當然有民族主義的影響。中國大陸在南海的強勢作為，加上越南政府為了反制而在政治宣傳及動員上積極操作，最後可能擦槍走火，讓來自東亞的主要外資都可能成了暴民攻擊的目標。
另外，火上加油的是，越南勞工的公民素養仍待加強，未能使他們理性對待這些外來廠商，而且部分民眾因為平均薪資低（每月約一百八十美元左右），於是趁亂進入廠房或辦公室攫取財物，對他們而言等於是「加薪」。部分地區警力調度不及也造成了暴力的蔓延與擴大，雖然據稱越南政府已逮捕逾五百人，但動亂並未止息，而且有向中部蔓延的趨勢。
雖然越南承認「一個中國」政策，教科書上也說台灣是中國的一部分，但在政治領域之外，一般越南人應還可分得清楚「中國人」和「台灣人」。台灣與越南經貿關係極為密切，再加上為數不少的越籍配偶（至去年底為止約有一萬六千名越配，若含已歸化我國國籍者，應有八萬餘人），以及前前後後有至少數十萬人次的越南勞工來台工作（至去年底為止約有十二萬五千名越勞在台工作），越南民眾應不致因為與中國大陸的領土主權爭端，故意拿台灣來出氣。...
...因為我政府在南海地區的相對克制，不輕起爭端，所以雖然與越南在領土主權方面顯有歧見，但過去也幾未聽聞因為這樣的立場而導致台商在越南的經貿利益遭受如此損失。...

I'm sorry. Vietnam is politically socialist, one-party dictatorship, and the state apparatus has a tight control over politics, but demonstrations and strikes against economic rights and the right to work are still being heard. Especially in recent years, inflation has been serious, and Vietnamese workers have more demonstrations and strikes, legal or illegal. For example, in 2011, there were about a thousand strikes, some of which were without obvious leaders and no trade union participation. In any case, workers have started spontaneous strikes or demonstrations as long as they feel that their right to work has been compromised.
The anti-Chinese riots in Vietnam certainly have nationalist effects. China's strong actions in the South China Sea, combined with the Vietnamese government's aggressive campaign of propaganda and mobilization to counter it, may eventually go off fire, making major foreign capital from East Asia likely to be targeted by mob attacks.

Because of the relative restraining of my government in the South China Sea region, it is not easy to dispute, so although there are obvious differences with Vietnam over territorial sovereignty, I have hardly heard of Taiwanese business people's economic and trade interests in Vietnam due to such a position. ...
