『區域經貿整合：台灣的機會與挑戰』座談會，由對外關係協會會長歐鴻鍊、東華大學公共行政學系主任高長進行演講，邀請花蓮市工、商等各類團體共同交流。
歐鴻鍊會長表示，兩岸經貿相當重要，現在整體國際形勢，區域整合在經濟發展上是趨勢，不論區域性、兩岸、國際等與外交關係密切，座談會加強民眾了解外交關係。台灣內部因為意識型態資源內耗，大陸地區則是往上崛起，成為國際間經貿的夥伴及對手，國際間都在競爭大陸市場及經貿關係，台灣不應該缺席。
國內不斷爭吵將影響台灣進步，唯有加強實力最為重要。對於經貿，好比如『微笑曲線』，最高兩點為研發、行銷，最低點則為製造，台商進入大陸設廠製造，但對於商品研發、行銷都在台灣執行。大陸市場是全球都在競爭的議題，台灣也不能缺席。

The president of the European Union said that cross-strait economic and trade is very important, and now the overall international situation, regional integration is the trend in economic development, regardless of regional, cross-strait, international and other close diplomatic relations, the forum will strengthen public understanding of diplomatic relations. Taiwan's internal consumption of ideological resources, the mainland region is rising up, becoming a partner and rival in international economic and trade, and the international competition for the mainland market and economic and trade relations, Taiwan should not be absent.
Constant domestic quarrels will affect Taiwan's progress, only strengthening strength is the most important. For economic and trade, such as the "smile curve", the highest two points are R&D, marketing, and the lowest point is manufacturing. Taiwanese businessmen enter the mainland to set up factories for manufacturing, but for product research and development, marketing are all The mainland market is an issue of global competition, and Taiwan can't be absent.
