社團法人「對外關係協會」成立後，首場座談會在花蓮舉行，以「區域經貿整合：台灣的機會與挑戰」為題，由協會長、前外交部長歐鴻鍊與國立東華大學公共行政學系主任高長分別專題講演，花蓮縣工商團體代表多人與會，場面熱絡。
行政院前研考會主委朱景鵬、國立政治大學外交系副教授黃奎博主持的這場會議，共同討論我國整體對外關係、兩岸經貿合作、區域業經濟整合下，花蓮企業可能面對的利弊等議題。
歐鴻鍊與高長強調，兩岸經貿重要性不言可喻，台灣站在研發與行銷的優勢地位與經驗下，不必害怕中國大陸的挑戰，國人必須擺脫意識形態，面對國際現實；而簽署服貿協議，的確對整體經濟發展利大於弊。

After the establishment of the Association for Foreign Relations, the first symposium was held in Hualien. The theme of "Regional Economic and Trade Integration: Opportunities and Challenges in Taiwan" was ". The president of the Association, former Foreign Minister Ou Ying, and the director of the Department of Public Administration of National Donghua University, Gao, respectively. Many representatives of Hualien County industry and commerce groups attended the meeting.
The meeting, hosted by Zhu Jingbin, former chairman of the Executive Yuan, and Huang Kuibo, associate professor of foreign affairs at National Chengchi University, jointly discussed the pros and cons that Hualien enterprises may face under the overall external relations of China, cross-strait economic cooperation, and regional industrial economic integration.
Ou Yang and Gao stressed that the importance of cross-strait economic and trade is inexplicable, Taiwan stands in the dominant position and experience of research and development and marketing, do not have to fear the challenge of mainland China, the Chinese must get rid of ideology and face the international reality; and the signing of the trade agreement, indeed, the benefits of the overall economic development
