世界日報今天刊出本協會秘書長黃奎博教授的文章,討論紐約市前市長彭博(Michael Bloomberg)被聯合國秘書長潘基文(Ban Ki-Moon)任命為聯合國「城市與氣候變遷特使」一事。
秘書長認為,彭博將面對可能的「禍起蕭牆」,亦即美國政府向來被部分開發中國家及國際環保團體,視為破壞全球環境盟約的要角,不願強化國家溫室氣體減量的決心,且規避過去快速工業化時期破壞環境所產生的歷史責任。潘基文選擇彭博出任聯合國城市與氣候變遷特使,當然是想借重後者的政治家、實業家歷練,以及近年來對相關議題的人際關係網絡。
World Daily today published an article by Professor Huang Kuibo, Secretary General of the Association, discussing the appointment of former New York City Mayor Michael Bloomberg as UN Secretary-General Ban Ki-Moon as UN Special Envoy for Cities and Climate Change.The Secretary-General believes that Bloomberg will face a possible "wall of evil" that the US government has been seen by some developing countries and international environmental groups as a key player in breaking the global environmental compact, unwilling to strengthen national determination to reduce greenhouse gas emissions, and avoiding historical responsibility for environmental damage in the past period of rapid industrialization. Ban Ki-moon chose Bloomberg as the UN special envoy for cities and climate change, of course, to draw on the latter's politicians, industrialists, and networks of people on related issues in recent years.
